Performs executive <br />level leadership and professional financial management for the county's governmental operations <br />including: general ledger, budgeting, payroll, accounts payable/receivable, purchasing, contracts, grants, <br />cost allocation, and auditing. Develops and implements comprehensive accounting and financial <br />information systems, policies and procedures, and internal controls. Analyzes and recommends solutions <br />to highly complex financial issues. <br />The Chief Financial Officer must have high level skills and abilities in human relations, organizational <br />behavior, management principles and practices (including planning, organizing, directing, motivating, and <br />decision making); communication (verbal and written); analysis and policy development; and supervision <br />including planning and assigning work, motivating staff to work effectively and directing work flow to <br />promote the department's mission. This position requires skills not only in managing employees but also <br />in relating to community volunteers, local government officials, and business and corporate <br />representatives. <br />The Chief Financial Officer is expected to apply a high level of analytical and problem solving skills. This <br />position requires extensive knowledge of public finance administration and high level policy development; <br />the ability to provide financial and policy recommendations to the Chief Administrative Officer and the <br />Board of Commissioners; skills in originating and implementing a broad range of proposed programs and <br />initiatives; skills in negotiating various levels of participation by elected officials and department directors, <br />and skills in creating a high level of support and participation by state and local government officials, <br />community leaders and the public. <br />SUPERVISION RECEIVED <br />This position serves as the department director and works under the general supervision of the Chief <br />Administrative Officer, who provides general policy guidelines and evaluates performance through <br />conferences and observation of results. <br />SUPERVISION EXERCISED <br />Exercises full supervision through administrative hierarchy over professional and technical staff in <br />accounting, budgeting, accounts payable/receivable, payroll, contracts and procurement. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
