Marion County Class Specification BulletinPage of <br />>>> <br />1.Develops goals and objectives for the Finance Department; assigns activities and evaluates the <br />progress of the staff in reaching goals. <br />2.Selects, supervises, trains and evaluates staff; schedules, coordinates, and assigns personnel to <br />projects; directs the development and implementation of the county's finance related training <br />programs. <br />3.Coordinates, places, and manages all county short and long-term debt and makes all debt <br />payments in accordance with bond indentures; protects and improves the county's bond and credit <br />rating. <br />4.Provides professional assistance to the Chief Administrative Officer (CAO), department directors, <br />and elected officials in a variety of financial management areas including project, cost, contract, <br />and grant accounting; reviews, analyzes, and reports information as requested by the CAO or the <br />Board of Commissioners. <br />5.Analyzes data and prepares or oversees the preparation of detailed federal, state and local <br />financial reports and statements; ensures accuracy and compliance with appropriate laws and <br />requirements; manages and improves the countywide Financial Management Information System <br />(FIMS). <br />6.Oversees the research, evaluation, preparation, and implementation of Finance Department <br />policies and procedures; the preparation and implementation of countywide finance and budget <br />related policies and procedures; and the preparation and implementation of purchasing rules and <br />procedures. <br />7.Obtains, reviews, and distributes information generated by various governing bodies including; the <br />State of Oregon, the Board of County Commissioners, GFOA, GASB, and others. <br />8.Prepares, develops, and administers the county's annual and supplemental budget process in <br />accordance with state statutes and local budget laws; provides financial and technical advice to <br />the budget officer and department heads; monitors revenue and expenditures and reports regularly <br />to the Chief Administrative Officer. <br />9.Oversees the annual county audit; authorizes and directs the preparation of materials, reports, and <br />supporting documents; and participate in the opening, exit, and other audit conferences with <br />auditees, outside auditors and the Board of Commissioners. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree in Finance, Accounting, Public Administration or a related field; AND <br />2.Five (5) years of progressively responsible professional governmental accounting experience <br />including senior management responsibilities. Experience must include at least three (3) years of <br />supervising professional and technical level accounting staff. <br />3.Any equivalent combination of experience, education and/or training relevant to the position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. <br />> <br />Ability to maintain an acceptable driving record. <br />> <br />Must pass a criminal history background investigation. <br />> <br />PREFERENCES <br />Candidates with an advanced degree such as a Master's in Public or Business Administration <br />> <br />(MBA) or related degree are preferred. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: generally accepted accounting principles, systems, procedures and controls; <br />principles of financial reporting; statistical methods; cost accounting and cost allocation methods; the <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
