Marion County Class Specification BulletinPage of <br />>>> <br />6.Develops and proposes projects for inclusion in capital improvement program. <br />7.Oversees engineering data collection activities; monitors data accuracy and completeness for data <br />structures; assigns personnel to data collection activities; schedules and monitors project <br />progress. Plans, evaluates, and provides necessary technology to accomplish data collection <br />activities. <br />8.Performs traffic engineering in areas such as traffic signal design, analysis of traffic data including <br />accident, speed and volume statistics; develops plans for traffic hazard abatement, and signing <br />and striping. <br />9.Prepares and updates specifications and engineering standards for use in the design of county <br />roads and drainage facilities. <br />10.Develops and monitors project scheduling; oversees the development of engineering cost <br />estimates, budgets, and expenditure monitoring; maintains project records; directs project closeout <br />activities including acceptance of completed projects; authorizes and prepares payments to <br />contractors; administers payment and change order control within county policy. <br />11.Provides guidance and leadership in the development of staff related to project management <br />principles and activities. Establishes, oversees, and assigns personnel to project development <br />teams. Implements internal management systems related to the project management discipline. <br />12.Conducts public meetings related to county activities; carries out public relations plans through <br />public information and involvement strategies; coordinates activities with internal and external <br />stakeholders. Writes and disseminates press releases and other materials intended for public <br />distribution. May act as Senior Project Manager for major projects. Creates and implements <br />project schedules using CPM (critical path method) and PERT (project evaluation and resource <br />tracking) scheduling methods. <br />13.Supervises review of engineering aspects of land use such as subdivisions, partitionings and zone <br />changes. Coordinates with Planning Division, developers and private engineers. <br />14.Receives oral and written complaints from the public pertaining to drainage and traffic safety and <br />convenience on County roads. Studies and attempts to resolve problems by employing creative <br />methods in addition to conventional Civil Engineering Supervisoring technology. Coordinates work <br />with the Road Maintenance Division. <br />15.Writes Requests for Quotes and Proposals, evaluates consultants' qualifications, interviews <br />prospective consultants, participates in project scoping, analyzes consultants' fee proposals, and <br />oversees consulting contracts. <br />16.Issues and receives requests for proposals. Interviews prospective consultants; negotiates scope <br />of work and fees; participates in the hiring, and managing of consultants. <br />17.Participates in emergency response to manmade and natural disasters; participates in Emergency <br />Operations Center. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree with major course work in Civil Engineering Supervisoring; AND <br />2.Four years of related engineering experience, which includes (1) one year of supervisory <br />experience or (3) three years of designated lead work experience AND <br />> <br />3.Two (2) years in the specific specialty field for which we are recruiting (i.e. design, land use, traffic, <br />environmental). <br />Lead work includes all of the following duties: training, reviewing work, organizing, planning, and <br />> <br />scheduling work assignments, providing input on employee performance evaluations, providing guidance <br />in daily activities, providing technical expertise, acting as a resource on difficult points of procedure, and <br />providing assistance to and making recommendations in the hiring process. <br />SPECIAL REQUIREMENTS <br />Applicant must be registered as a Professional Engineer and must obtain a current registration in <br />> <br />the State of Oregon within 90 days of date of hire. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
