Marion County Class Specification BulletinPage of <br />>>> <br />6.Completes journal entries and performs accounts payable function for department service <br />contracts. <br />7.Prepares monthly, quarterly, and annual reports as required. <br />8.Works with County Contract Administrator. <br />9.Performs other duties as required. <br />Purchasing Duties <br />1.Reviews department-wide purchase order requests for correct procedures and budget criteria. <br />2.Works with departments or divisions to ensure that proper purchasing guidelines and budget <br />criteria are followed. <br />3.Process purchase orders and contract release orders as required for all department purchases <br />and revenue received. <br />4.Reviews supply levels, reviews weekly inventory status reports, and orders supplies as necessary. <br />5.Utilizes Internet to access state price agreement and suppliers/vendors to obtain highest <br />quality merchandise at lowest possible prices. <br />6.Provides technical support to department management staff, researches issues, prepares <br />analysis, recommendations and written reports. Reviews purchases for cost savings to <br />department. <br />7.Works with County Purchasing Coordinator. <br />8.Performs other duties as required. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from high school; AND <br />2.Four (4) years of governmental contracting or purchasing and inventory control process <br />experience; OR <br />3.Two (2) years of college course work in business administration, accounting, engineering or <br />related work; AND <br />4.Two (2) years of progressively responsible experience in contract development and management <br />or purchasing and inventory control process experience; OR <br />5.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Considerable knowledge of: <br />Contracts: considerable knowledge of various county, state and federal rules and laws related to <br />government contract procedures including but not limited to the Oregon Revised Statutes and Oregon <br />Administrative Rules. <br />Purchasing: considerable knowledge of governmental purchasing procedures and inventory control <br />processes, including ordering, receiving and record keeping; bookkeeping methods; and office <br />procedures. <br />Skill in: operating a computer; effectively utilize word-processing; contract negotiation, writing proposals <br />and implementation of new and revised processes. <br />Ability to: maintain detailed and comprehensive records; perform some bookkeeping work; lead the work <br />of others; communicate effectively in both oral and written form; establish and maintain effective and <br />professional relationships with County departments, employees, vendors, and the public. <br />ADOPTED: <br />3/05 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
