Marion County Class Specification BulletinPage of <br />>>> <br />5.Reviews and issues permits or agreements as required for structures related to land use cases <br />that are located within the right-of-way, vision triangles or special setback areas. Applies county <br />zoning ordinances and other regulations as needed. <br />Land Use Specialty <br />1.Assists in review of land use applications for impacts on roadway, traffic and drainage facilities and <br />prepares development requirements addressing identified impacts. <br />2.Reviews simple development site plans and plats, and works with contractors and developers to <br />assure compliance with county requirements and standards; inspects subdivisions and commercial <br />developments for compliance with approved plans and permits; In particular storm drainage, curbs <br />and sidewalks, road base and paving. <br />3.Issues permits for construction of driveways, and more complicated pipelines and utilities in the <br />road right-of-way; inspects field work done by others under the permits; works with permit holders <br />to assure compliance with permit conditions and requirements; maintains accurate permit files and <br />databases. <br />4.Assists lower level technicians with complicated building permits to access system development <br />charges in accordance with adopted policy. Coordinate with the developer or owner as needed to <br />obtain the appropriate information. <br />5.Prepares finial punch list and recommends the public improvement be accepted for the one year <br />maintenance period. <br />6.Functions as a project coordinator for complex projects in various stages of development in <br />support of senior tech or project engineer and the section supervisor. <br />7.Conducts field inspection for drainage complaints, illegal use of the right of way, vision hazards, <br />and other engineering enforcement issues. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Two (2) years college course work in civil engineering or civil engineering technology; AND <br />2.Two (2) years of technical experience in the field of civil engineering, surveying, drafting, <br />construction, or traffic engineering operations; OR <br />3.Any satisfactory equivalent combination of experience and training. <br />4.NOTE: Applicants may be required to pass a practical examination to assess certain skill levels <br />required by a particular position. <br />SPECIAL REQUIREMENTS <br />Possession of, or obtain within 30 days of hire, a valid Class C Oregon driver's license. If in <br />> <br />possession of a current out of state driver's license, must obtain Oregon driver's license within 30 <br />days of hire. <br />Possess and maintain and acceptable driving record. <br />> <br />Must pass a criminal history background investigation. Conviction of a crime may not necessarily <br />> <br />disqualify an individual for this classification. <br />Incumbents responsible for inspection duties must have a Oregon Department of Transportation <br />> <br />(ODOT) Interim Qualified Inspector Certificate/General Inspection Certification, and at least two of <br />the following additional certifications: Traffic Signal Inspector, Bridge Inspector, Erosion Control <br />Inspector, or HMAC Inspector. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Strong working knowledge of: geometry, algebra, and elementary trigonometry; basic practices and <br />procedures of civil engineering technology and construction work, drawings and plans; construction and <br />inspection methods, materials and testing techniques; <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
