Marion County Class Specification BulletinPage of <br />>>> <br />3.Reviews the work of other drafters; may assist and train others in the operation of CAD and design <br />software applications. <br />4.Participates in the design and preparation of plans and specifications for public contract projects <br />including estimates, scheduling and final acceptance reports. <br />Inspection Specialty <br />1.Inspects major roadway surfacing and grading work, or all phases of a major construction project <br />for adherence to standards and specifications; inspects bridges and other structures under <br />construction. <br />2.Prepares standard bid documents, including contract specifications, formal and informal bids, and <br />proposals and agreements. <br />3.Prepares progress and final payment reports and processes contractor invoices for payment; <br />develops final summary of project quantities and costs. <br />4.Conducts inspections of existing bridge structures; prepares and submits reports of bridge <br />condition to state agency; maintains all records of maps, drawings, inventory reports and reference <br />materials for county bridges. <br />5.Inspects and evaluates existing pavements, culverts, railroad crossings, and other public works <br />facilities; maintains complete and accurate records. <br />6.Functions as a project coordinator for projects in various stages of development in support of <br />project engineers and the capital project manager. <br />Engineering Data Specialty <br />1.Applies a pavement distress identification methodology in determining ratings of paved road <br />conditions; updates and maintains the pavement management database module in IRIS. <br />2.Collects a broad range of field roadway inventory data on county roads and streets. <br />3.Maintains the county automated pavement management and integrated road inventory programs. <br />4.Assists in developing unit costs and engineering estimates for resurfacing and maintenance <br />programs. <br />5.Performs video logging of roads and roadside features using CRView digital imaging systems; <br />maintains the CRView database and viewer/user services. <br />6.Performs coring of pavement structures; logs and maintains a database of coring data. <br />7.Coordinates data management related services and support to other local agencies; implements <br />and maintains pavement management, CRView and other infrastructure inventory management <br />tools for other agencies. <br />Traffic Specialty <br />1.Conducts all phases of investigations including field review, research, applying and tailoring Public <br />Works' standards and policies to individual situations, providing written notice, and following <br />through with review and enforcement as needed; all types of safety complaints including vision <br />obstructions, fixed-object hazards, parking problems, and miscellaneous accident problems; and <br />identifies and determines extent of work required, and coordinates with road maintenance <br />personnel to abate unsafe conditions. <br />2.Oversees traffic count program, including scheduling and conducting data collection; summarizing <br />and storing the data; instructing and reviewing count work performed by temporary employees; <br />maintaining and updating the files, databases, and map bases associated with the program; and <br />taking responsibility and initiative for making the necessary changes to the program or bringing <br />them to the attention of the traffic engineer if they are outside the scope of this position. <br />3.Oversees technicians in a lower classification in the performance of extensive and independent <br />field work including reviewing accident sites, reviewing miscellaneous engineering and <br />maintenance projects, evaluating proposed driveway and structure locations for compliance with <br />public works' standards, collecting field data for other engineering staff, reviewing permit activities <br />in the right-of-way, and reviewing miscellaneous requests for signs and markings. <br />4.Applies design standards, Oregon Revised Statutes (ORS), the MUTCD, and several other <br />engineering codes to real life situations and makes recommendations to obtain compliance. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
