<br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED
<br />TO THE FOLLOWING:
<br />1.Responsible for developing, implementing, and evaluating department goals, objectives, policies,
<br />procedures, methods, and performance measures necessary for the efficient and effective delivery
<br />of information technology and telecommunication services.
<br />2.Defines and oversees the county's enterprise wide information technology architecture and
<br />establishes the processes by which the county reviews and incorporates new technologies.
<br />3.Ensures documentation of standards, guidelines, policies, and procedures to ensure the efficient
<br />and effective operation of the county's information technology and telecommunications networks.
<br />4.Develops, implements, and monitors progress of the information technology strategic plan.
<br />Identifies long and short-range goals and objectives in alignment with the county's overall direction.
<br />Measures performance and progress on the strategic plan's goals and objectives.
<br />5.Analyzes department and organizational needs and determines cost-effective solutions. Oversees
<br />and administers comprehensive, multi-system projects including directing and motivating staff,
<br />contractors, vendors, and other participants.
<br />6.Responsible for financial and budgetary management; including budget preparation, monitoring of
<br />expenditures, establishing financial and budgetary controls, and recommending capital
<br />acquisitions.
<br />7.Responsible for ensuring industry standards and practices for information and data security and
<br />business continuity planning.
<br />8.Develops and documents continuous improvement and quality assurance processes for all major
<br />information technology initiatives and operations, network operations, system and network
<br />performance, work processes, and customer service. Defines and oversees customer relationship
<br />management processes and standards.
<br />9.Ascertains trends, technological changes, and developments in information systems, network
<br />technology, and telecommunications including applicable vendor applications, database
<br />management, and operational control packages.
<br />10.Communicates effectively with staff, department heads, elected officials, and customers. Promotes
<br />open and effective communication, collaboration and working relationships.
<br />11.Provides effective professional development and performance management. Represents the
<br />county at meetings and conferences at the local, state, and national levels.
<br />MINIMUM REQUIREMENTS:
<br />EXPERIENCE AND TRAINING
<br />1.A Bachelor's degree in computer sciences, mathematics, business administration, public
<br />administration, or a related field; AND
<br />2.Eight (8) years of increasingly responsible professional experience in directing an information
<br />technology department or a major program in a large-scale information system environment; OR
<br />3.At least three (3) of these years must involve management of professional, supervisory and
<br />technical staff; OR
<br />4.Any equivalent combination of experience, education and/or training relevant to the position.
<br />KNOWLEDGE, SKILLS AND ABILITIES
<br />Knowledge of: theories, principles, and applications of information and telecommunications systems
<br />design, programming, and operations; leadership and management principles and practices; project
<br />administration methods, principles, techniques, and practices; business systems and organizational
<br />structures; management, and control of complex information technology systems, security, and facilities;
<br />pertinent federal, state and local laws, codes and regulations, industry-standard practices for system,
<br />network, application, and business process documentation; and effective principles and practices of
<br />management and organizational development/behavior.
<br />Skills and ability to: effectively lead and manage information technology personnel; apply strategic
<br />thinking, goal setting, and implementation plans; interpret effective principles and practices of
