Marion County Class Specification BulletinPage of <br />>>> <br />7.Reconciles and remits electronic remittance advises via carrier website on all deferred <br />compensation and 401K funds to third party carriers on a biweekly basis. Maintains an automated <br />spreadsheet for each employee participating in these plans. Verifies monthly or quarterly <br />statements from carriers to individual employee records. <br />8.New Employee Orientation facilitator for overview of payroll regarding employee statement of <br />earnings, deduction processing, PTO and general guidance to employees on the proper <br />completion of income tax withholding forms (W-4); notifies Oregon Department of Revenue as <br />required, based upon certain reporting requirements; and completes new hire reporting. <br />9.Applies knowledge of various insurance eligibility rules, as well as all bargaining unit benefits <br />provisions and required employee qualifications. <br />10.Prepares monthly union remittances, e.g., dues, fair share and insurance and other voluntary <br />deductions, which include Met Life, savings bonds, etc; reconciles system-generated reports to the <br />remittance. <br />11.Assists employees and departments in resolving payroll concerns and responds to representatives <br />from other agencies on payroll issues. <br />12.RAMS Time Entry Super User. Full working knowledge of the time entry system. <br />13.Assists with HRMS system application changes and upgrades. Reviews and tests system changes <br />and upgrades. <br />14.Assists with related special projects as required. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a senior high school, supplemented by college or business school training in <br />bookkeeping, accounting, or governmental accounting; AND <br />2.Four (4) years of experience in responsible accounting and/or bookkeeping work; including at least <br />one (1) year in the payroll function; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Good knowledge: of accounting principles and practices; automated accounting and payroll systems; <br />federal and state laws relating to social security and other tax requirements; deferred compensation <br />withholding requirements and limitations; the BOLI Wage and Hours laws. <br />Skill and ability to: accurately process large volumes of data within strict, unalterable time lines; <br />understand and determine insurance eligibility rules; accurately use automated payroll systems, word <br />processing software and database programs; communicate effectively in both oral and written form; <br />establish and maintain professional and cooperative working relationships with employees, other <br />agencies and the public. <br />ADOPTED: <br />12/86 <br />REVISED: <br />05/87; 08/90; 06/91; 03/97 07/06; 03/12; 12/18 <br />MARKET REVIEW: <br />03/12; 12/18 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
