Develops long-range <br />policy and strategic planning by setting staffing patterns and development of a complex multi-million <br />dollar budget for the division. Collaborates with other division managers and the director to establish and <br />review department policy. Represents the county on Public Works Operations issues at public meetings, <br />hearings and with other government agencies. <br />SUPERVISION RECEIVED <br />Receives general direction from the director of Public Works, who provides general policy guidelines and <br />evaluates performance through conferences and the observation of results obtained. This is an <br />unclassified position that serves at the pleasure of the appointing authority. <br />SUPERVISION EXERCISED <br />Exercises direct supervision over all professional and supervisory staff in the Operations Division. <br />Selects new personnel, provides for training, evaluates performance, responds to grievances, and <br />administers all personnel actions within the Operations Division. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Develops and implements the concepts, methods and administrative procedures for planning, <br />coordinating, evaluating and conducting the operations of the division in accordance with federal <br />and state statutes, rules and regulations and county ordinances including those with an impact on <br />safety, environmental quality and best management practices. <br />2.Establishes and administers personnel, and general business activities and practices for the <br />division.
