Marion County Class Specification BulletinPage of <br />>>> <br />3.Creates and controls an annual and supplemental multi-million dollar budget for the Operations <br />Division. Forecasts and monitors revenues and expenditures and prepares financial reports to <br />present to the director of Public Works. <br />4.Represents the county and promotes activities and programs at meetings and conferences with <br />local, state and/or federal groups and agencies for matters related to all division programs. <br />5.Maintains an awareness of new legislation and/or statutes; and techniques and equipment used in <br />providing road maintenance services. Provides recommendations for improvements as required. <br />6.Responds to and investigates public inquiries and complaints as they relate to the division. <br />7.Monitors maintenance of road equipment and develops equipment replacement schedule for the <br />division, in conjunction with fleet maintenance. <br />8.Provides for the construction and placement of signs and the striping and pavement markings of <br />Marion County roads and other jurisdictions by intergovernmental agreement. <br />9.Recommends road maintenance schedules through an evaluation of requests from section <br />supervisors and coordination with the Engineering Division through the pavement management <br />program. <br />10.Coordinates and works with the drainage districts to provide for their maintenance activities. <br />11.Responsible for the hazardous waste reduction program relating to division activities.Provides <br />oversight for chemical hazard clean up of county incidents. <br />12.Provides general oversight and direction for the county's emergency preparedness and response <br />through the Emergency Operation Center. <br />13.Develops and negotiates the division's contracts and other agreements with other jurisdictions and <br />providers of materials and services. Establishes internal control methods for the administration of <br />such contracts. Monitors all contracts and agreements for compliance and responds to problems <br />relating to noncompliance. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree in engineering, business administration, public administration, or related field; <br />AND <br />2.Five (5) years of progressively responsible management experience in the field of road <br />construction or maintenance that includes fiscal administration and budget development; AND <br />3.Three (3) years of responsible supervisory and upper-level management level experience (may be <br />concurrent with the five (5) years of road construction or maintenance experience); OR <br />4.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Possess, or obtain within 30 days of hire, a valid Class C non-commercial Oregon driver's <br />> <br />license.Must possess, at time of hire, and maintain an acceptable driver's record. <br />Possess and maintain proof of personal automobile liability insurance at a minimum in the amount <br />> <br />required by Oregon Law \[ORS 806\]. <br />Pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />Obtain, within 90 days of hire, hazardous material clean-up training and certification. <br />> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: principles, methods and techniques of effective administration including public <br />relations, personnel utilization and administration, budgeting, accounting and office management, <br />methods, principles, techniques, and materials or equipment used in providing road maintenance <br />functions. <br />Working knowledge of: federal, state and local statutes, regulations, laws and rules governing the safe <br />operation of road and bridge maintenance equipment, road structures, transportation construction <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
