Marion County Class Specification BulletinPage of <br />>>> <br />7.Posts credits and debits from the Local Government Investment Pool (LGIP). Reviews the backup <br />documents; creates, updates and uploads required journal entries; and sends journal copies to <br />departments. <br />8.Using a variety of original source documents, apply monies received from customers into Oracle <br />Accounts Receivable against the appropriate customer number or invoice. Research monies <br />received for appropriate application. Investigate customer accounts to ensure payments are <br />correctly applied. <br />9.Monitors the County investment portfolio for purchased and maturing investments; completes the <br />data entry for investments; and prepares Oracle general ledger journal entries for investments. <br />Notifies the Treasurer of statutory or policy compliance issues and creates the monthly investment <br />report to the board of commissioners as required by ORS 208.090. <br />10.Manages County cash flow in bank checking accounts; ensures that there is enough cash in <br />corresponding accounts for daily disbursements; monitors and plans for upcoming disbursements, <br />including bond payments and tax turnovers. <br />11.Researches and identifies unknown deposits in bank accounts. <br />12.Initiates ACH and wire transactions up to $50,000,000 using a variety of methods (internet, phone, <br />fax) from various banks. <br />13.Creates, prepares, and recommends treasurer policies and procedures; explains related policies, <br />procedures and systems to County employees and independent auditors. <br />14.Manages the Oregon and California unclaimed property processes to comply with statutes by <br />notifying property owners and preparing escheatment reports as required by each State. <br />15.Facilitates or leads training sessions that support treasury programs. Training may be in a small or <br />large group setting, in a variety of geographic locations and facilities. <br />16.Assists the Treasurer with the preparation of the annual budget and budget presentation. <br />17.Acts as an administrator in county bank accounts to manage other users' roles. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from high school or equivalent, preferably supplemented by college course work in <br />bookkeeping, accounting or government accounting; AND <br />2.Three (3) years of responsible accounting or bookkeeping work, which includes two (2) years of <br />experience reconciling multiple complex bank accounts and monitoring investment portfolios; OR <br />3.Any equivalent combination of experience, education and/or training relevant to the position. <br />SPECIAL REQUIREMENTS <br />Final candidate must pass a criminal history background investigation.Conviction of a crime may <br />> <br />not necessarily disqualify an individual for this classification. <br />Final candidate must pass a pre-employment drug-screening test. <br />> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: principles and practices of financial and investment portfolio management; <br />accounting and bookkeeping systems, procedures and techniques; applicable federal, state, and local <br />laws rules, and regulations; financial terminology; financial information systems and spreadsheet <br />software; office practices, procedures and equipment. <br />Skill and ability to: interpret and process financial documents according to appropriate procedures; <br />accurately count, record, audit and balance transactions; perform arithmetic calculations and enter data <br />with speed and accuracy; operate a calculator, computer terminal and other office equipment; <br />communicate effectively orally and in writing; analyze and interpret data; exercise good judgment in <br />making finance related decisions; establish and maintain cooperative working relationships with vendors, <br />customers and county employees; and problem solve complex accounting problems and issues. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
