Marion County Class Specification BulletinPage of <br />>>> <br />and/or trends and recommends solutions; responsible for the effective countywide management of <br />the Constituent Relationship Management (CRM) system. <br />4.Recommends, develops, and implements policies, guidelines, and procedures regarding the use of <br />brochures, articles, fact sheets, photographs, video, web pages, social media, graphics, news <br />releases, annual reports, public budget presentation, and other materials related to the county’s <br />activities and goals. Develops and maintains contact with department heads and department <br />representatives to proactively keep them informed of newsworthy events and refer media <br />representatives to appropriate personnel when needed. <br />5.Works with internal and external resources and service providers to develop and manage <br />coordinated communication strategies, standards, and county branding efforts across programs <br />and services. Interfaces directly with media contacts to promote Marion County activities and to <br />coordinate events including but not limited to: interviews and appearances for the board of <br />commissioners and individual commissioners; press conferences and special events; filming and <br />broadcasting county meetings; and media requests for taping and/or broadcasting. <br />6.Oversees information posted on the county's and Board of Commissioners' website and social <br />media accounts; utilizes and promotes the use of current communications technology; leads <br />interdepartmental meetings in the development, maintenance, and effectiveness of the county's <br />website; reviews county web content and social media posts for accuracy and appropriateness; <br />writes and recommends county policies and procedures related to social media, web <br />communications, and related program areas. <br />7.Develops positive relationships with the media outlets, peers in other jurisdictions and <br />organizations; acts as the liaison between the county with local businesses, and local/regional <br />agencies; develops joint public information efforts on issues of mutual interest; maintain contact <br />lists. <br />8.Acts as the county spokesperson with media on breaking stories, emergency situations, and news <br />features when assigned. Consults with management and subject matter experts to develop <br />strategies for dealing with high profile and sensitive issues. <br />9.Acts as the lead Public Information Officer during emergencies or on specific issues; participates in <br />the Marion County Emergency Operations Center when activated; meets the National Incident <br />Management System (NIMS) training requirements; participates in exercises and direct the flow of <br />information; may participate in the development of business continuity plans and natural hazard <br />mitigation plans; maintain contacts with interagency emergency preparedness personnel. <br />10.Leads the review and fulfillment of public information requests by the media; works with legal <br />counsel to complete public records requests. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four (4) year college or university with major course work in public relations, <br />journalism, communications, marketing or related field; AND <br />2.Five (5) years of increasingly responsible experience in public affairs, public information or public <br />relations, media relations, journalism; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.
