Marion County Class Specification BulletinPage of <br />>>> <br />Operations Manager is responsible for ensuring implementation of best practices in animal <br />health, handling, and facility standards. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Manage, plan, and evaluate all activities of the program; develop and implement goals, <br />objectives, policies, and procedures; oversee maintenance of shelter facility; identify <br />issues and develop recommended solutions to the community services director. <br />2.Responsible for performance management: recommends essential job functions; <br />coordinate recruitment and makes hiring recommendations; coordinate orientation; <br />facilitates employee development; monitor licensure and certification requirements, <br />conduct performance evaluations and progressive discipline; responds to "step one" of <br />union grievance. <br />3.In partnership with the community services director, develop the Shelter Continuity of <br />Operations Plan and manage the associated strategic initiatives and risk management <br />necessary for full implementation. <br />4.Supervise the care and treatment of all dogs receiving services through the county. <br />Understand national best practices of animal sheltering and implement those practices. <br /> Make informed decisions regarding the care of individual dogs, seeking the advice of <br />professionals as needed. Provide direction to Shelter Operations Manager and <br />employees in treatment and handling of dogs. <br />5.Remain current on trends and information relating to animal sheltering and set goals in <br />keeping with current practices. <br />6.Respond to clerical and technical support needs; coordinate and communicate with the <br />community services director or designee to ensure consistency of administrative and <br />support activities. <br />7.Compose correspondence requiring a high degree of initiative and judgment in <br />communicating with the public, subcontractors, other county departments, and public <br />jurisdictions. <br />8.Maintain integrity and transparency in all transactions, and hold employees to county <br />ethical standards. <br />9.Assist in preparing and providing input to the annual budget; research trends, analyze <br />forecasts, assess current division need to provide recommendations on expenditures; <br />recommends fee structure; seeks approval for expenditures outside of the approved <br />budget. <br />10.Attend meetings as required to represent the Dog Shelter; participate in <br />department/division strategic planning meetings, productivity meetings, and other <br />meetings as required. <br />11.Develop relationships with other agencies and the community to increase effectiveness <br />through collaboration and partnerships. <br />12.Oversee the timely completion of personnel records such as personnel actions and <br />performance evaluations, timecard reporting; and the overall management of inventory <br />control, supplies including animal drugs and vaccines, and invoicing. <br />13.Perform research and compose reports on a variety of technical and administrative <br />issues that require the use of initiative and independent judgment, and make <br />recommendations to the director or designee. <br />14.Works with Community Service employees to ensure proper maintenance and <br />execution of divisional contracts, including contract modification, correspondence, <br />policies and procedures and other management materials.
