Farm uses dominate to the <br />north and east of the subject property on lands designa- <br />ted "Primary Agriculture" and zoned EFU (Exclusive Farm <br />Use). <br /> <br />Applicants propose to construct a $0 x ~7 foot addition <br />to the existing shop building for the purpose of <br />service, repair and maintenance to the existing <br />helicopter fleet. <br /> <br />Additional Findings of Fact and Conclusions of Law <br /> <br />The purpose and intent of the P zone is to regulate the <br />development of land appropriate for public and semi- <br />public uses and to ensure their compatibility with <br />adjacent uses. Airport-related commercial and indus- <br />trial uses are conditional uses under MCZ0 (Marion <br />County Zoning Ordinance) 171.030(a). <br /> <br />A conditional use may be granted under the Zoning Ordi- <br />nance provided that the proposed use will be in the <br />harmony with the purpose and intent of the zone. MCZ0 <br />119.070. <br /> <br />The proposed use is an airport-related commercial use <br />because the proposed addition is intended to expand an <br />existing shop building to house new helicopter service <br />equipment, and to repair, service and maintain existing <br />vehicles. Since the proposed use is listed as a condi- <br />tional use in the P zone, the Hearings Officer has the <br />power to grant the conditional use. <br /> <br />After reviewing the facts of this specific case, the <br />Hearlngs Officer finds that the proposed use is in <br />harmony with the purpose and intent of the P zone· <br /> <br />The Hearings Officer may impose conditions on approval <br />of such uses where conditions are necessary for the <br />public health, safety or welfare. The subject property <br />is within an area between the Hubbard cut-off and <br />Airport Road, which has been identified by the State <br />Board of Aeronautics Master Plan as being necessary to <br />accomodate further airport facilities, and is recognized <br />by Marion County as being committed to airport-related <br />development.
