The vicinity of the subject property consists of a mixture <br />of small farms and acreage homesitee to the north and east <br />on lands zoned EFU and in the Stayton UGB. Commercial farm <br />operations dominate to the west on land zoned EFU. The UGB <br />ie approximately 600 feet to the west ~f Golf Club Road. To <br />the south also on lands zoned EFU is a vehicle repair <br />operation. The City limits are located approximately 240 <br />feet to the south. <br /> <br />The Marion County Building Inspection Division provided the <br />followlng comments: <br /> <br />"Changes in the Use of e structure require a <br />septic Authorization Notice and an evaluation <br />of the septic system. <br /> <br />The location of existing on-site sewage <br />disposal systems may ~equfre more detailed <br />drawings and/or exposure of parts of the <br />system to verify its location. <br /> <br />No building or structure shall be used or <br />occupied, and no change in the existing <br />occupancy classification of a building or <br />structure or portion thereof shall be made <br />until the Building Official has issued a <br />Certificate of Occupancy. Buildings of mixed <br />occupancy shall be separated according to <br />table 5-B, and other provisions of the UBC." <br /> <br />The Public Works Department provided the following comments: <br /> <br />"Public Works requires that brush within an <br />area 20 feet from either end of the driveway <br />culvert and 10 feet from the edge of pavement <br />be cut to less than 2-1/2 feet tall and <br />maintained in that condition. This is to <br />increase sight distant to a safe value." <br /> <br />The city of Stayton commented that they have no objection <br />provided the activity is limited to RV repair. They did <br />express concern about any zone change affecting the pro- <br />perty. <br /> <br />In order to approve a home occupation in an EFU zone, the <br />applicant must demonstrate that .l$~"~'a-,.compatible with <br />farm or forest use; 2) it dOeS ~6~ interfere eerlQusly ~lth <br />farm or forest practices on adjacent lands; S) it'does not <br />materially alter the stabtlfty ~f the land use pattern of <br />the area; 4) adequate fire protection and other rural <br />services are available; 5) it will not have a significant <br />adverse impact on timber production, grazing land, water- <br />sheds, fish and wildlife habitat, soil and slope stability, <br /> <br /> <br />
