Earle and Shirley Johnson live in the existing residence on <br />the 35 acre sheep and grass/grain farm. Due to Shirley's <br />medical condition a~d Earle's age, the applicants propose to <br />locate a mobile home on the proper~¥, to be located im- <br />mediately west of the house. The Johnson's daughter and <br />son-in-law would reside in the mobile home, to help look <br />after her me.he_ and father. Although Earle ~s in good <br />hearlth and can provide much of the day to day care. due ~:o <br />his age he cannot orovide any heary care. <br /> <br />Tbs Depar~men~ of Publlc Works ~ndlca~es that since thc <br />mobile home is ~emDorary, the ~ ~ <br /> _ ex_s~ng driveway should De <br />utilized for ~oth residences. <br /> <br />The comments of the Area Advisory Committee representative <br />are contained in the land use ~e. The Marion County <br />Building inspection Division submitted the following <br /> <br />"The location of mobile homes for hardship <br />purposes requires an Authorization Notice and <br />evai~ation of the septic system. This <br />authorization must be re-evaluated annually <br />until the ~obiie hom~ is removed." <br /> <br />in order to approve a mobile home under hardship situations <br />in an EFU zone, the applicant must demonstrate that i) the <br />mobile home is compatible with farm or forest use: 2) it <br />does no% interfere seriously with farm or forest practices <br />on adjacent lands: 3) it does not materially al. ret the <br />stability of the land use pattern of the area; 4) adequate <br />fire protection and other rural services are available: <br />it will not have a significant adverse impact on timber <br />production, grazing land, watersheds, fish and wildlif~ <br />habitat, soil and slope stability, air and water quality, <br />and outdoor recreation activities; and 6) it ~hall be <br />situated upon land that is generally unsuitable for farm or <br />forest use. A Physician's Certificate must also be provided <br />demons%rating that those residing in the extra mobile home <br />are physically incapable of maintaining a separate resi- <br />dence without assistance that is near~¥. <br /> <br />Based on the available evidence, Earle and Shirley Johnson's <br />physlca~ circumstances constitute ~ hardship condit%~pn <br />relating to the aged, %he infirm, or persons otherwise <br />incaoab!e of maintaining a complete, separate and detached <br />residence apart from their family. The evidence also <br />indicates the proposed mobile home would be relatively <br />temporary in nature. The requirements that a Mobile Home <br />Removal Agreement be filed by the applicant ensures that the <br />mobile home will be removed from the property when the <br />hardship ceases. <br /> <br /> <br />
