The property is designated Rural Residential in the Marion <br />County Comprehensive Plan. The major purpose of this desig- <br />nation and the corresponding AR (Acreage Residential) zone is <br />to allow for the creation of acreage homesites at a density <br />that maintains the character and environmental quality of the <br />County's rural residential areas. <br /> <br />The property is located on the north side of Aumsville Highway <br />across from its juncture with 70th Ave. The 3.0 acre parcel <br />is undeveloped. Access to Aumsville Highway is by an <br />approximate 600 foot easement. <br /> <br />Ail surrounding property is zoned AR. The dominant land use <br />is single family residential dwellings. <br /> <br />The applicant proposes to divide the 3.0 parcel to create two <br />parcels each containing 1.5 acres. Because all the proposed <br />parcels do not have frontage on a public road, this applica- <br />tion is classified as a Major Partitioning. <br /> <br />The Marion County Building Inspection Division and the County <br />Department of Public Works reviewed the proposal and offered <br />no comments. The County Assessor's Office provided tax <br />assessment information. No other contacted agency responded. <br /> <br />The Marion County Comprehensive Plan policies for rural <br />residential areas provide that bom.sites should be 1.5 to 3.0 <br />acres in size. The proposal satisfies this requirement. The <br />proposed partitioning is consistent with the land use pattern <br />in the area and meets the criteria for partitions in the AR <br />zone. <br /> <br />Aumsville Highway is capable of providing access for the <br />additional dwelling by way of an existing 20 foot easement. <br />This easement was created as the result of a previous <br />partition approval (P87-63). The easement would serve four <br />dwellings which is permitted by the County Partitioning and <br />Subdivision Ordinance. As the easement will be extended to <br />serve the newly created parcels the applicant must conform <br />with the standards contained in Section VII(6) of the <br />Subdivision Ordinance. <br /> <br />8. Although the proposed partitioning is appropriate, the County <br /> requires that a Declaratory Statement be recorded with the <br /> property deed because the subject property is near a resource <br /> zone.
