Taking into account the location, size, design and <br />operational characteristics, the proposed use will not have an <br />adverse effect on the livability, value, and appropriate <br /> <br />development of abutting properties and the surrounding area as <br />compared tO the impact of development that is permitted outright. <br /> <br /> 4. Location and design of the site and structures for the <br />proposed conditional use will be as attractive as the nature of <br />the use and setting warrants. Applicant does have a bona fide <br />intent and capability to develop and use the land as propo~e~ an~ <br />does have an appropriate purpQse for submitting the proposal. <br /> <br /> 5.
