If such <br />observations have not been ~ade, or are <br />inconclusive, the application shall be denied <br />until observations can be ~ade. Groundwater <br />level determinations shall be made during the <br />period of the year in which high groundwater <br />normally occurs in that area. <br /> <br />(A) <br /> <br />A permanent water table shall be four <br />(4) feet or more from the bottom of the <br />absorption facility." <br /> <br />Actual water table was recorded at your site at 48 inches <br />in the westerly test hole and 60 inches in the easterly <br />hole. Our projection is that this water table will be <br />higher in a normal winter; at least to the upper level of <br />the gravelly layer. <br /> <br />As it is currently inconclusive as to the exact level of the normal <br />winter water table and insufficient soll separation exists between <br />the ground surface and soils with rapid of very rapid per~eability, <br />we have no alternative but to deny the application. <br /> <br />You may have appropriate conditions available to q~&lify for a sand <br />filter approval. Considering your plan to construct a 200 seat <br />church, the design flow of this facilltywould be 1000 gallons per <br />day. OAR 340-71-295(1)(a) requires that any ~and filter where the <br />design flow exceeds 600 gallons per day must be authorized in <br />writing by the Department of Enviror~ental Quality.
