It is located at the <br />Donald/Aurora interchange on Interstate Highway 5. The <br />subject property is zoned ID (Interchange District). It <br />has.been developed as an RV park. The Marion County <br />Comprehensive Plan anticipates motels and RV parks at <br />interchange districts. <br /> <br />The RV park has approximately 87 spaces. In addition <br />to this, the park has monthly, weekly and daily rentals. <br />On a year- round basis the park has between 60 and 70 <br />occupants per day. The park is open between 8 a.m. and <br />10 p.m. Beyond these normal operating hours, the manager <br />is on a 24- hour per day call. Travelers frequently <br />check in and out of the park before and after regular <br />operating hours. In addition, the manager must respond <br />to medical emergencies and maintenance tasks, such as <br />frozen pipes during the winter, etc. Typically, the <br />manager receives after-hours phone calls every day of <br />the week. In general, the manager's duties are security <br />for the park, fee collection, maintenance, protection of <br />park facilities and occupants, garbage collection, etc. <br /> <br /> The applicant has a resident manager in a mobile home at <br /> the park. At the present time applicant also has an <br /> assistant manager at the park, and seeks permission to <br /> place a mobile home in the park for the assistant mana- <br /> ger. The manager and assistant manager are full time <br />residents. One manager is located at each end of the <br />park (north and south). Mobile homes are needed in order <br />to attract and retain managers on a full time basis. RV <br />units are difficult to winterize adequately, and are too <br />small to function as a permanent residence. In the past <br />applicants have attempted to keep an assistant manager <br />on the site with only an RV. However, turnover has been <br />high. More than one on-site manager is necessary. <br />Management of the park is a 24-hour, 7-day a week job, <br />week in and week out. Unless a second manager is located <br />on-site, the primary manager of the park is never free <br />to leave the park for any extended period of time. <br /> <br />Other RV parks along the I-5 corridor have mixed manage- <br />ment practices. There are apparently no national or <br />regional association standards for management. All <br />parks have at least one full time on-si8te manager. It <br />is common to have two or more on-site managers. <br /> <br />Applicants are seeking to obtain approval for the exist- <br />ing mobile home as located. Applicants are also seeking <br />to obtain approval for a proposed assistant manager's <br />mobile home,to occupy Space 31 at the south end of the <br />RV park.
