It is located at the
Donald/Aurora interchange on Interstate Highway 5. The
subject property is zoned ID (Interchange District). It
has.been developed as an RV park. The Marion County
Comprehensive Plan anticipates motels and RV parks at
interchange districts.

The RV park has approximately 87 spaces. In addition
to this, the park has monthly, weekly and daily rentals.
On a year- round basis the park has between 60 and 70
occupants per day. The park is open between 8 a.m. and
10 p.m. Beyond these normal operating hours, the manager
is on a 24- hour per day call. Travelers frequently
check in and out of the park before and after regular
operating hours. In addition, the manager must respond
to medical emergencies and maintenance tasks, such as
frozen pipes during the winter, etc. Typically, the
manager receives after-hours phone calls every day of
the week. In general, the manager's duties are security
for the park, fee collection, maintenance, protection of
park facilities and occupants, garbage collection, etc.

The applicant has a resident manager in a mobile home at
the park. At the present time applicant also has an
assistant manager at the park, and seeks permission to
place a mobile home in the park for the assistant mana-
ger. The manager and assistant manager are full time
residents. One manager is located at each end of the
park (north and south). Mobile homes are needed in order
to attract and retain managers on a full time basis. RV
units are difficult to winterize adequately, and are too
small to function as a permanent residence. In the past
applicants have attempted to keep an assistant manager
on the site with only an RV. However, turnover has been
high. More than one on-site manager is necessary.
Management of the park is a 24-hour, 7-day a week job,
week in and week out. Unless a second manager is located
on-site, the primary manager of the park is never free
to leave the park for any extended period of time.

Other RV parks along the I-5 corridor have mixed manage-
ment practices. There are apparently no national or
regional association standards for management. All
parks have at least one full time on-si8te manager. It
is common to have two or more on-site managers.

Applicants are seeking to obtain approval for the exist-
ing mobile home as located. Applicants are also seeking
to obtain approval for a proposed assistant manager's
mobile home,to occupy Space 31 at the south end of the
RV park. The RV ~paces in the park would be reduced to
86 in number.

ORDER - Page 2
CU 86-14 Isberg
