qpprov~~ at ~ r ~i~~~+idr~ <br />. i ! 9.~ ----~ <br />Date. ^---- _ <br />Report to the Board of Commissioners regard~erq~tthouse Square <br />5pace Programing Needs <br />February 11, 1998 <br />Background:In the last 24 months, several options have been considered with respect to <br />wluch departments will occupy space in Courthouse Square and what their <br />square footage needs aze. Estimates have varied from 50,000 to 100,000 <br />nsf depending on wluch departments were included in the program and <br />their estimated program needs. Most recently, two issues have required the <br />county to refocus on space needs. The future use of the Franklin Building <br />and consolidation issues of District Attorney's office generated new <br />concerns and cost issues. Space needs have also been modified based on <br />building size and the need for future expansion space. <br />In recent months, the county has focused on three options which are <br />addressed in this report. A summary of those options is presented on the <br />following page. The background data used to estimate our current space <br />and projected space needs is atta.ched and labeled "Special Report, County <br />Space/Staff Programing, January 22, 1998." It should be noted, that all <br />space projections aze estimates and are subject to change based on final <br />building design, consolidation and efficiency issues and changes in <br />program needs. <br />All space needs are presented in net square footage (ns~ which equates to <br />useable azea. Rental rate however, are calculated on rentable square <br />footage (rs~ which can be obtai.ned by multiplying the nsf by a factor of <br />1.13%. <br />Discussio~: In our original analysis (option 1), the county would relocate depariments <br />needing 52,615 nsf from three different locations: <br />1. Departments originally located on the Senator Block <br />2. Selected Courthouse deparhnents displaced by the courts <br />3. Deparkments leasing space in the downtown area <br />As expansion space in Courthouse Square was reduced to meet concerns of <br />the business community and to reduce the overall interest rate, it was <br />decided to relocate Franklin Building tenants to Courthouse Square. This <br />would allow the Franklin Building to be refinanced and leased out for use <br />
