Jerry Vessello noted if a change like the HVAC system is not <br />done now it will impact the occupants for the life of the building. <br />Billy Wasson said staff will prepare a comparative analysis between alternative <br />#1 and #2 then bring it to the CAC for review. <br />4. Recommendation to Boards IActionl <br />Room for Growth <br />Maynard Hammer said he wants to be sure there is room for growth on each <br />floor. Leonard Lodder noted the design allows room for compaction and growth <br />on each floor and there is room on the fifth floor. R.G. Andersen-Wyckoff noted <br />the Transit District has estimated their growth space for fifteen to finrenty years. <br />Underctround PluQs <br />Maynard Hammer said he wants to make sure there are underground plugs in <br />case the water rises. <br />Transit Mall Gatinq - <br />R.G. Andersen-Wyckoff said the Transit District sub-committee will meet in the <br />next few days to review pros and cons from peer contacts at Tri-Met and Lane <br />Transit District. After the sub-committee report the Board of Directors will make <br />a policy decision. <br />Maynard Hammer said he is ready to move ahead and wants to see the results <br />of the value engineering (VE) and address the HVAC question. <br />Recycled Materials <br />Carl Beach said he is concerned about the re-usable material. He believes it is <br />all right as long as the cost remains within a reasonable limit for non-recycled <br />materials. Paying a lot more for re-cycled materials does not seem like a good <br />use of public funds. <br />Billy Wasson said the Solid Waste Department and Board of Commissioners <br />discussed the balance between cost effective and re-using recycled material <br />value. The Solid Waste Department has hired a consultant to work with the <br />architectural firm to review materials and specifications. The consultant is also <br />working on a green building concept for the project. It may qualify as a national <br />green building pilot project. Mr. Wasson said his personal concern is that the <br />recycled material portion not become complex and slow the project or add to the <br />cost of the project. The consultant is researching those two issues. <br />The current understanding is if costs are increased by using the re-cycled <br />materials it will become an issue befinreen Solid Waste and the Commissioners. <br />The Solid Waste Department is expected to pay the cost difference for recycled <br />materials. <br />The Solid Waste Department wants to show in their office space that they <br />maximized the use of recycled materials. This shows the community it is a good <br />value and they live the value. <br />Jerry Vessello suggested using the recycled materials in the common spaces of <br />the lobby. This is a more visible demonstration than using them in the Solid <br />Waste private office space. <br />
