Jerry Vesseilo asked about partitions for the open spaces. Randy Curtis said he is
working with the architect to ensure the building will accommodate the existing
modular fumishings. There is no pian to purchase new fumishings.
Parkinq Spaces
Carl Beach as%ed why aitemative #1 is favored over altemative #2. Billy Wasson
said aitemate #2 is not feasible at this time because of the number of unknown
features. The concrete columns are weighted based on the number of floors of the
building. and right now the type of above ground stn.~cture for the north site
development is unknown.
Carl Beach asked at wha# point will altemative #2 no longer be considered. Billy
Wasson said ~ can be done now but it would require a lot of assumptions o~; the
part of the architect. Leonard Lodder said altemative #2 can be built now with
knock out panets for pre-deteRnined items like elevators, stairs, heating. It
requires a lot of assumptions.
R.G. Andersen-Wyckoff noted there is a significant public risk to develop
altemative #2 with all of the unknown variables, He believes it is not in the public
interest to pursue aitemaativve #2. but it is a policy decision.
Craig Lewis reminded the Committee the design development documents and cost
estimates are a snap shot of the project. There will be unknown thi~gs that will
come up and cost money and he does not feel there is excess money for extras
and the current contingency is prudent.
Jerry Vessello said if altemative #2 is not considered then he would like to review
things that have a recognized pay back. An all gas building has an eleven year
pay back and the same control can be gained on each floor with thermal units.
Jerry Vessello noted if a change like the HVAC system is not done now it wiN
impact the occupants for the life of the building.
Billy Wasson said staff will prepare a comparative analysis befinreen altemative #1
and #2 then bring it to the CAC for review.
4. Recommendation to Boards [Actionj
Room for Growth
Maynard Hammer said he wants to be sure there is room for growth on each floor.
Leonard Lodder noted the design allows room #or compaction and growth on each
floor and there is room on the fifth floor. R.G. Andersen-Wyckoff noted the Transit
District has estimated their growth space for fifteen to twenty years.
Underground Ptu4s
Maynard Hammer said he wants to make sure there are underground plugs in
case the water rises.
Transit Mall Gatinq -
Minutes of August 24, 1998 CAC Meeting Page 6 of 8
14
