R.G. Andersen-Wyckoff said the Transit District sub-committee will meet in the
next few days to review pros and cons from peer contacts at Tri-Met and Lane
Transit District. After the sub-committee report the Board of Directors will make a
policy decision.
Maynard Hammer said he is ready to move ahead and wants to see the results of
the value engineering (VE) and address the HVAC question.
Recvcled Materials
Carl Beach said he is concemed about the re-usable material. He believes it is all
right as long as the cost remains within a reasonable limit for non-recycled
materials. Paying a lot more for re-cycled materials does not seem like a good use
of public funds.
Billy Wasson said the Solid Waste Department and Board of Commissioners
discussed the balance between oost effective and re-usfig recyded material
value. The Sol'~d Waste Department has hired a consultant to work with the
architectural firm to review materials and specifications. The consultant is also
working on a green buitd'+ng aoncept for the project. It may quat'ify as a national
green buitding pilot pro~ec~. Mr. Wasson said his perso~al concem is that the
recyded material porticm not become complex and slow the project or add to the
cost of the project. The consultant is researching those two issues.
The current understanding is if costs are increased by using the re-cycled
materials it will become an issue befinreen Solid Waste and the Commissioners.
The Solid Waste Depa~tment is expected to pay the cost difference for recycled
materials.
The Solid Waste Department wants to show in their office space that they
maximized the use of recycled materials. This shows the c~ommunity it is a good
value and they live the value.
Jerry Vessello suggested using the recycled materials in the common spaces of
the lobby. This is a more visible demonstration than using them in the Solid Waste
private office space.
Solid Waste Department Rent Pre-pavment
Billy Wasson said the issue of Solid Waste Department pre-paying their rent up
front is still to be discussed at the policy level. The projected cost will be ready by
the end of the week. Pre-payment of the rent will lower the amount of financed
funding.
Mr. Vessello said he wants to move ahead with the project.
Joint Meetinq
R.G. Andersen-Wyckoff noted the recommendation will be reviewed by both the
Transit District Board of Directors and Marion County Commissioners at a joint
meeting on September 2, 1998 at 10:00 am.
Minutes of August 24, 1998 CAC Meeting Page 7 of 8
15
