ANDERSEN- CKOFF <br />GENERAL MANAGER <br />FROM: JOHN WHITTINGTON TI"" <br />T MANAGER <br />SUBJECT: CH2 BID AWARD <br />Issue <br />Shail the Board approve the Courthouse Square base project and selected <br />altemates, and award the bid for construction to Pence/Keliy Construction Inc., of <br />Salem? <br />Backpround <br />Six bids were received in response to the joint District/County invitation for bids for <br />construction of Courthouse Square. A meeting of the two boards has been set for <br />February 17, 1999, to review the bids and award the contract to the lowest <br />responsive and qualified bidder. <br />Facts and Findings <br />1. The bidding period for Courthouse Square opened on January 4, and closed on <br />February 4. A total of six bids were received. The bids were reviewed by the <br />project development team, and separately by the Citizens Advisory Committee. <br />2. All six bids were responsive to the terms of the invitation for bid. Attachment A <br />presents the bids of each respondent, broken down into base bids and amounts <br />for each add altemate. <br />3. Staff was very pleased that the grouping of the bids, both the base bid amounts <br />as well as the total package, was tight and competitive. This suggests to us that <br />the construction documentation was clear and well-prepared, and that the low <br />bid is reasonably in line with construction industry "norms" at the time of bidding <br />of the project. <br />4. All of the bids received were under the project budget. The low bid amount, <br />from Pence/Kelly Construction Inc., was approximately 17% under the final cost <br />estimate that was prepared for the total project. <br />5. The development team quickly reached accorcf on which of the add altemates to <br />recommend for award with the bid. The recommended altemates are: <br />Altemate 1, paricing expansion to 258 spaces <br />Altemate 2, parking expansion to 314 spaces <br />
