The contract with the generaE contractor has already been developed, and was reviewed and approved hy County and Distrid legal oounsels prior ta its indusion in the invitation for bids. Because of this step that has been taken, we expect the negofiation of the cor~trad with #he approved bidder to be relatively quidc and simple_ 'S2. The aiterion for selECEion of the contrador as presented in the bid dacuments is the lawest re5ponsible bidde~ "on the basis of the sum of fhe base bid and altemat~es aucepted."
