By letter dated August 24, 1999, the Mayor confirmed intentions of the Marion <br />County Commissioners (Exhibit IV). <br />Question 3: <br />Who will pick the artist and design? <br />Response: <br />Salem Area Transit District has caused the formation of an eleven member Public Art <br />Advisory Committee (Exhibit V). To assist the Transit District and the Committee in <br />the solicitation, selection, and installation of the art, Elaine Young of NELA <br />Management Group has been retained as a consultant. Ms. Young reports that, <br />while the specific steps have not been clearly defined, it is the intent that the <br />Committee will receive and evaluate artist proposals. Evaluations will include review <br />of previous work and proposed concept for this project. The Committee will <br />recommend to the Transit District Board and possibly Marion County Commissioners <br />an artist for award of a contract. Ms. Young further advised it is intended that the <br />contract will contain specific points of review and approval as the art is developed. <br />The Transit District has reported that they prefer to define the base allocation of $58,000 <br />for art as a local contribution and not a contribution of Federal funds. Mr. John Whittington <br />has explained the Federal UMPTA grant received by the Transit District allows, but does not <br />require, up to 1% of the transit project cost to be expended on art and paid from grant <br />funds. Mr. Whittington has further explained that if the District had elected not to expend <br />any funds on art, the UMPTA grant available to the project would not be reduced. <br />Therefore, the Transit District considers the $58,000 for art to be a local Transit District <br />contribution. <br />, Urban Development Administrator <br />Exhibits - <br />1.
