RECOMMENDATION: City Council, acting as the Urban Renewal Agency of the City of Salem, offer to piedge $58,000 for participation in the fabrication/placement of outdoor art in the plaza of the Courthouse Square by: Amending the existing Courthouse Square intergovernmental agreement with the Salem Area Mass Transit District and Marion County to reduce the maximum ~2,000,000 construction participation pledge by $58,000 and, Establishing a separate intergovernmental agreement with the Salem Area Mass Transit District for participation in the fabrication/placement of exterior art at Courthouse Square in the amount not to exceed $58,000. 2. City Council authorize the Mayor to send the attached letter to Salem Area Mass Transit District and Marion County, expressing a willingness of the Urban Renewal Agency to participate in the Courthouse Square art project as outlined above (Attachment B). BACKGROUND: As part of the Federal funds provided to the Salem Area Mass Transit District for construction of the Courthouse Square, $58,000 is made available exclusively for public art within the project. The Salem Area Mass Transit District has assembled a committee to pursue development of the art. The Committee has requested the City contribute, through the Riverfront/Downtown Urban Renewal program, a match of the Federal funds in the amount of $58,000 for the art project (Attachment A).
