FOR COUNCIL MEETING OF: June 5, 2000 <br />AGENDA ITEM NO.: 4- 2. h <br />TO: MAYOR AND CITY COUNCIL ~ <br />RRY WACKER CITY MANAGER , ~ <br />THRU: ~p+ ~ ~ <br />DIRECTOR ~~ ~-"."`'' ~ ~ ~~~ "'`- <br />FROM: WILLIAM HEALY, 1 <br />COMMUNITY DEVELOPMENT DEPARTMENT ~ <br />6 <br />SUBJECT: REQUEST FOR FINANCIAL PARTICIPATION IN COURTHOUSE SQUARE <br />ART <br />ISSUE: <br />Shall the City Councii offer to participate in funding art for the Courthouse Square by pledging <br />~58,000 in Riverfront/Downtown Urban Renewal funds? <br />RECOMMENDATION: <br />City Council, acting as the Urban Renewal Agency of the City of Salem, offer to piedge <br />$58,000 for participation in the fabrication/placement of outdoor art in the plaza of the <br />Courthouse Square by: <br />Amending the existing Courthouse Square intergovernmental agreement with the <br />Salem Area Mass Transit District and Marion County to reduce the maximum <br />~2,000,000 construction participation pledge by $58,000 and, <br />Establishing a separate intergovernmental agreement with the Salem Area Mass <br />Transit District for participation in the fabrication/placement of exterior art at <br />Courthouse Square in the amount not to exceed $58,000. <br />2. City Council authorize the Mayor to send the attached letter to Salem Area Mass Transit <br />District and Marion County, expressing a willingness of the Urban Renewal Agency to <br />participate in the Courthouse Square art project as outlined above (Attachment B). <br />BACKGROUND: <br />As part of the Federal funds provided to the Salem Area Mass Transit District for construction <br />of the Courthouse Square, $58,000 is made available exclusively for public art within the <br />project. The Salem Area Mass Transit District has assembled a committee to pursue <br />development of the art. The Committee has requested the City contribute, through the <br />Riverfront/Downtown Urban Renewal program, a match of the Federal funds in the amount of <br />$58,000 for the art project (Attachment A). <br />EXHIBIT 1 <br />
