FACTS AND FINDINGS: <br />The Riverfront/Downtown Urban Renewal Plan provides for the beautification and <br />enhancement of the streetscape, including public art. The Renewal Agency has previously <br />participated in funding public art. Art elements that have been funded include: <br />a. Surface art designs incorporated into corner bulbs of improved streetscape; <br />b. Metal art sculpture incorporated into support columns of the skybridge joining JC <br />Penney and Salem Centre; <br />c. Metal gargoyles designed and mounted on building facades; and <br />d. Murals and signs placed on building facades. <br />2. The Renewal Agency has entered into an agreement with the Salem Area Mass Transit <br />District and Marion County to participate in certain development elements of the <br />Courthouse Square project. These elements include: <br />a. Streetscape improvements; <br />b. Weather protection; <br />c. Traffic signals/street lighting; <br />d. Removal of on-street transit facility; <br />e. Public utilities; and <br />f. Architectural fees (6% of construction reimbursement). <br />The agreement provides for up to a maximum of $2,000,000 for reimbursement of the cost <br />of these elements with certain restrictions and bidding requirements. <br />3. To date the maximum participation accepted under the agreement by City Council totals <br />$1,318,015. The remaining $681,985 is reserved for several items which remain to be <br />designed and bid under terms of the agreement. These elements include: <br />a. Streetscape improvements fronting Chemeketa Street; <br />b. Weather protection fronting Chemeketa Street; <br />c. Temporary sidewalk and improvements of the north block area pending its <br />redevelopment; <br />d. Removal of transit transfer facility with restoration of street surface and parking on <br />High Street; and <br />e. Change orders for participation elements. <br />To date cost estimates for the above activities have not been estimated by the project <br />architectural/engineering team. <br />4. Assuming unexpended funds would remain under the participation agreement, two options <br />for participation in the art project could be considered. <br />Option A- Pledge $58,000 as a reimbursement of the fabrication/placement cost of art <br />work within the exterior plaza. <br />Option B- Pledge a sum of $20,000 to be matched by a like contribution of other local <br />public funds from each of the Transit District and County. <br />Courthouse Square Art 2 June 5, 2000 <br />
