fourth floor will house the assessor, building inspection, planning and <br />housing authority. The fifth floor will house the Board of Commissioners, <br />Children and Family, Tax/Treasurer, Legal Counsel, General Services, Risk <br />Management, Fiscal and additional 1,500 s.f. of expansion space. <br />The possibility of offering additional future expansion space to transit was <br />discussed. Dan Petrusich raised concern that from a leasing standpoint, it <br />would be better to have all expansion space in one area. Dan further <br />stated that with a large contiguous expansion lease space you have maximum <br />flexibility. To ensure the maximum rental benefits, you want to offer the <br />best space available to outside tenants. Melvin Mark's focus is hitting the <br />proforma. This option will give us the best chance to meet or exceed proforma <br />numbers. <br />Several options were discussed in achieving all expansion space on one floor <br />and providing best possible expansion space for leasing. N2N would be moved <br />to the 5th floor, and Solid Waste and BCN will move up to the third floor, <br />leaving all expansion space on the 2nd floor. The 5th floor adjacency <br />requirements preclude re-arranging of these departments. The full two story <br />lobby would enhance the expansion leased space being on the second floor. <br />Consideration should be made to place the expansion space between county and <br />transit, so either party has the option to utilize the space based on each <br />entity's needs down the road. <br />Billy Wasson suggested those departments generating the lowest,street traffic <br />should be placed on the upper floors. R.G. Anderson-Wyckoff indicated <br />transit has location issues with FTA. They had buy-in with transit's <br />location on the 5th floor with expansion space being highly rentable and also <br />had buy-in on second floor placement for adjacency reasons to the bus mall <br />operations on the first floor. It would be a hard sell to FTA for any other <br />floor location for transit. <br />After several suggestions, it was determined that the Assessors/Building <br />Inspections/Housing Authority (4th floor) will now occupy the 2nd floor. The <br />3rd floor will be occupied by District Attorney/Victim Assistance/Support <br />Enforcement/ Solid Waste and BCN. The 4th floor will include the county <br />commissioners/Children and Family/Tax/Treasurer/General <br />Services/Risk/Fiscal/Legal Counsel/N2N. Transit and future expansion space <br />will occupy the 5th floor. It was recommended that the expansion space will <br />occupy the east side of the 5th floor and have elevator exposure. <br />These numbers as presented in the schematics for department space have not <br />been tested with the department's actual space planning numbers. These <br />drawings represent a draft only, until Arbuckle Costic can get to the point of <br />running actuals. <br />The building skin has been defined as a brick building with punch blocks and <br />will feature a number of bay type features on the plaza. On Court Street, <br />the bay area will mark the front entrance. It allows for standard straight <br />forward office layout of workstations within the structure. There is also <br />lots of natural light for the work areas. The building core will be set up to <br />allow the opportunity for either county or any potential private tenant the <br />opportunity to provide restrooms within their space at a later date. The <br />costs to provide these restrooms would become a TI issue. <br />
