• Ener~v Efficiencv Leve12 - Oliver Raab discussed his cost proposal to achieve this point.
The group discussed the possibility of participating in the PGE Earth Smart program to obtain
this point and also get access to the DOE2 study. The County may not participate in the PGE
Earth Smart program due to an issue with the contract language, however, the
recommendarions from the program may be adopted. Achievement of this point depends on
implementing the recommendarions and using the results of the DOE2 study. PGE will not
allow the County access to the DOE2 study unless they participate in the Earth Smart
program. Byron Courts volunteered to ask PGE if the DOE2 study could be purchased
without participating in the Earth Smart program. If the study can be purchased and the
recommendations from the Earth Smart program are implemented, this point can be achieved.
• Measurement and Verificarion - Achievement of this point depends on access to the DOE2
study.
• Construction IAO Manaeement Level 1 and Leve12 - The group discussed how to achieve
this point. John Gremmels agreed to do the work necessary to achieve this point. He also
estimated the cost of achieving this point.
• Use of Low VOC Materials - Language is included in the specification to achieve these
points. Actual compliance will need to be tracked through the course of construction. As a
result, it is not clear if these points can be achieved at this time.
• Desien of Chemical Storaee Areas - The project does not comply with the letter of the credit,
however, the intent of the credit may be met. Holly with work with Oliver to understand how
these areas are vented so that she can negotiate the point with the LEED Committee.
• Water-Efficient Landscane - This point cannot be achieved because the plants in containers
will need to be watered on an ongoing basis.
• LEED Certified Designer - A member of the design team will complete LEED Design
Training if it is offered before the project is completed. This point can be obtained.
• Convert Buses to Natural Gas - The buses will be converted to natural gas. It is highly likely
that an innovation point can be achieved.
• Permanent Air Monitoring Svstem - Oliver and Byron discussed the impracricality of
installing a permanent air monitoring system that has the capability of monitoring total
volatile organic compounds in an office building. In addirion, reliable equipment does not
exist at an affordable price. It does, however, make sense to monitor CO and C02. The cost
of this type of monitoring system was discussed. Holly agreed to negotiate this point with the
LEED Committee.
It is highly likely that an addirional four points can be obtained at no cost. Another six points can
be obtained with additional cost to the project for a total of 21 points.
III. Identify Costs Associated with Clarifications or Modificarions and Other Considerarions Such as
Long-Term Savings and Side Benefits
Cost estimates were discussed to achieve specific points. It was agreed that Leonard would put
together a formal cost proposal and forward it to Holly Stirnkorb for discussion at the meeting
scheduled for July 1, 1999. The group discussed the following rough estimates during the
meeting:
• Enerev Efficiencv Level 1- Oliver Raab submitted a cost proposal of $750 to Leonard
Lodder to conduct the California Title 24 code compliance assessment. An addirional 10%
would be added to this cost to cover Leonard's rime, for an estimated total of $825.
• Enerev Efficiencv Leve12 - There are several costs associated with achieving this credit.
Oliver Raab submitted a cost proposal of $2,000 to Leonard Lodder to verify that the project
exceeded ASHRAE 90. L Including Leonard's time, the cost for this verification would be
$2,200. Implementarion of the Earth Smart recommendations for higher efficiency glazing
and daylighting control may cost $35,000. It may cost $12,000 to purchase the DOE2 study
if the project does not participate in the Earth Smart program. The worst case cost scenario to
