Minutes of June 15, 1994 <br />Page 2 <br />supplemented by VOICE (take reports over the telephone). The <br />district offices also have YST and DARE. This is our third year of <br />using NIDT's. All three substations will soon have them. Community <br />Policing is big in our office and we have three officers performing <br />only community policing. They work with the communities to help <br />them solve problems in their neighborhood and also speak on crime <br />prevention. Captain Hingston asked if there were any questions. <br />It was asked if the Forest Service contract was performed in county <br />cars and yes, it is. Our office gets compensated for fringe <br />benefits. It costs the Forest Service $45 a hour for our services. <br />The City of St. Paul Contract is being negotiated right now. In <br />the past we have been able to absorb some of the costs, but we <br />cannot now. The City of St. Paul gets service of 4 hours a week, <br />normally on a weekend. <br />MCSO has a lot of distance to cover to get to a call.- The question <br />was asked as to whether we kept track of response time, and <br />unfortunately the answer is no. The question was asked as to how <br />much time it takes to transport for the Courts. Captain Hingston <br />stated that the State has taken over some of the transporting, but <br />it takes all of our Court Services time. Court Services also has <br />to provide security in the courtrooms. It was mentioned that there <br />are two costs involved in transporting to and from the Court. <br />Captain Hingston reported that sworn officers are assigned to Court <br />Services. We have five at the Courthouse. We also have two sworn <br />officers in the Civil Section serving papers. Our Evidence Officer <br />is now a civilian. By placing a civilian in there it puts one raore <br />officer on the road. <br />Draft Co ies of "Goals and Ob'ectives" and "Work Plan" <br />Chairman Skirvin asked for any questions or comments. <br />On #3 of the Goals and Objectives, Lt. Caillier asked as to what <br />acope are we looking at. Are we looking just at our three agencies. <br />Should it be more in the line of building needs? The agencies need <br />to look at how many cars you have, the number of cops you have, - <br />maybe replace that with facility needs. It was asked if it should <br />be infrastructure and facility? It was sugqested that it should <br />be facility, because we are the facility subcommittee. There were <br />no more comments made on the Goals and Objectives. <br />Work Plan--The Work Plan was patterned off of the Steering <br />Committee's document. The Steering Committee met last Friday. The <br />majority of the meeting was spent watching a video talking about <br />the needs of Marion County. The Courthouse has "inappropriate" <br />uses as in the Sheriff Office Civil Section, where the heating and <br />ventilation is not working. Age of the building was not a <br />determining factor for the Courthouse. The Senator Building is in <br />
