Minutes of June 15, 1994 <br />Page 3 <br />bad shape, but the Franklin Building is in good shape for the age <br />of the building. The apartments in the Senator Building were <br />discussed. The Health Department's space has pillars in the middle <br />of the office and the building does not meet the health code for <br />air. The Health Building won a national award for design, however <br />was not energy-efficient. The Courthouse is not energy-efficient. <br />If all facilities were as efficient as the Jail the County would <br />save a million. Some savings are harder. It was stated that the <br />other "things" should not given up in order to make the building <br />enerqy-efficient. Chairman Skirvin was not able to talk to <br />Corrections to get their input on the facility. Lt. Caillier <br />stated that one of the pods in the Restitution Center is being used <br />for office space. They would like their own office building. The <br />Center is not running at full capacity right because of lack of <br />office space. Corrections could use office space in the facility <br />on a temporary basis. It was asked if Chairman Skirvin had a <br />chance to talk to Dog Control about the increase of people <br />projected. He was not able to talk to Corrections or pog Control <br />because of the video. It was mentioned that Corrections (Billy <br />Wasson) wants to add on to the front of the Restitution Center. <br />All of his people are still not located in one building. <br />Corrections also has a Center Street campus. Chairman Skirvin asked <br />if there were any objections, deletions, etc. It was stated that <br />the committee can review and revise the plan as needed. <br />Facilit Plan Overview - Sections A- F <br />It was again- suggested that the Coramittee go over the report by <br />"exception". That is if there are no questions or comments, it <br />will not be discussed. <br />Introduction Section <br />The section explains how the report is put together. <br />There are other aspects that need to corae out. For instance, can <br />the facility be paid for in savings or, will the cash flow help pay <br />for the facility. It was mentioned that if SPD doesn't move from <br />the City Center, then the City of Salem offices will have to look <br />elsewhere. For justification you can say how much it would cost if <br />the space had to be rented. SPD doesn't pay utilities and rent to <br />the City of Salem. For SPD there will be additional expenses at <br />the new facility for utilities and apace, but we're looking at <br />.providing better service. You oan take the savings and look at the <br />cost at end of the report, but more money might be spent if we <br />don't build facility. One needs to look down the road 20 years and <br />look at what the facility would c eo leP and ise nowt looking lat <br />recently received a grant for 3 p p <br />renting a trailer to house these people.
