The public needs to see this as working together. OSP <br />and MCSO could look at re-adjusting their schedules. If MCSO has <br />a section covered, then OSP could cover elsewhere. This could be <br />savings in positions. We could show that inatead of OSP needing 3 <br />people and MCSO needing 2 1/2, we could cut down and wouldn't have <br />to expand (maybe not too quickly). Captain Hingston stated that <br />OSP might be able to equip/install our ten new cars and could do it <br />for less and quicker becauae of their facility and we wouldn't have <br />to go all over town to get this accomplished. MCSO is negotiating <br />this right now and maybe we can exchange services such as training, <br />firing range. This should also work at the new facility. It was <br />stated that the cost associated right now for space might not go <br />up. It was stated that the Civic Center was funded through a 30- <br />year bond issue. The money is not allocated to the users of the <br />space. It is a property tax. If SPD had not been considering•the <br />tri-agency facility, the City would be looking at building anyway. <br />Enterprise funds are not allocated to the space. The construction <br />of the center was approved by voters, but not the utilities. <br />Section A <br />Captain Hingston stated that reading the Project Background would <br />answer some of the questions asked above. Possibly the consultant <br />could show deferred costs. There has to be savings in building <br />costs, not just savings from all three agencies being located in <br />the facility. If you said that Marion County is going to build a <br />facility for a specific amount, SPD is going to build for a <br />specific amount, and the same for OSP, the total of all three <br />facilities would be more than one facility. The "things" that <br />overlap, maybe, would comprise of only 10~ of total space <br />(conference rooms, briefing rooms, etc.) The emergency power <br />system and computers will also be shared. Will the money be <br />collectively or individually spent7 Collectively. Let's spend <br />smart. Are these facilities needed,_ and if so, we need to show <br />this. The Committee needs to show the facility is needed and to <br />show the one-stop shopping. This is the keystone for the County - <br />building (tri-agency facility) and should be placed above all of <br />the other county buildings being asked for. We need to show that <br />the county isn't payinq for al~ of it. if the City of Salem <br />citizens don't receive the services of the County, will they want <br />to pay7 <br />Section B <br />Captain Hingston informed the Committee that the Marion County ~ <br />Sheriff's Office budget is now up to $7.4 million. It was stated <br />that the population projections are not what was to be expected. <br />The consultant needs to explain how this was calculated, etc. The i <br />
