Minutes of June 15, 1994
page 5 -
growth for SPD is 2~ and was ed $e and 2eoffi ers efor leverylfive
1,2 officers for every five y ear eriocl
,. years, there is a big difference. 1.2 over a five y P
totals a 6~ increase and 2 over a five period is 10 e~'le w1This
population of 100,000, we're talking 4,000 or 5,000 p P
could make a difference for police and fire. Captain Hingston will
check with the consultant as to why the dip for MCSO and SPD.
Rememb Ir~ ise good to benconservative. mItbwashmentionedato build
why.
bigger and fill it. There is also a difference in the Polk Coun y
projections. This is not reasonable for Weat Salem. Bob Wells
will check thie out with the studies available to hi.m.
Page 7- Lt. Caillier was asked to comment on the SPD staffing
projections. It is correct, but it does not serve the citizens.
The figures shown are good for the office, but what do the citizens
want. Historically, etaffing is good. Later on we will talk about
future staffing. How "wise" is the ratio. In 1993, it is 1.35 for
each 1,000 citizens. 1.7 is used in the report. Using the 1:35
ratio will be lower. The ergonneleper11,000 ra It was astated that
ratio is strictly sworn p
there is a need to consider technoloqy, etc., and not just officer
per thousand.
Salem Police Department Workload Indicators - Lt.r aeCtionsswhich
they are accurate. Not shown are the '93 and '94 p j
have increased about 5$ per year. Also not shown is what we have
done in the last 3 and 4 years. We no longer assign warrants to
people anymore, so incident numbers are down. So in 1989 we didn't
have 59,000 calls for service, but probably 56,000, because
warrants were assigned. People need to realize that there are a
higher number of calls and Part I(bad) calls are increasing. In
1994 SPD will I~~ a$ stated~that maybe through citizenWi volvement
considerably.
those calls can be reduced. Lt. Rogers stated that programs li e
VOICE and SALT which Marion County has i.mplemented, free up
officers and trains the public in crime prevention. It was stated
that by the three aqencies buying and sharing one unique piece of
equipment, cost will be lowered. Lt. Caillier stated that the
leverage_is getting the citizens involved. Volunteers are used.
This summer, SPD will have 12 interns going door to door with crime
prevention information in the Northqate area which is the area we
are in right now. Lt. Rogers stated that all three agencies could
combine their SALT, crime prevention, etc. If a citizen needs an
officer, they don't care what color the uniform is.
Marion County Sheriff's Office Work Indicators - Captain Hingston
stated they are pretty accurate. In 1990 we took a hit in
enforcement. Our Recb and ao~ ivi We eare~ hoping to bfund Court
Services has been up
