It was asked why the rollercoaster in 1988, <br />198B, and 1989 (page 9)7 1989 has to do with funding, then we <br />started building aqain and then in 1990 we dropped positions. MCSO <br />had more people in late 70's than we do now. <br />Oregon State Police Work Indicators - Lt. Rogers stated that <br />Bxhibit 7(page 11) shows OSP staffing. There is also a breakdown <br />of the Patrol office. Region 1 Dispatch Center is now located in <br />this building on Portland Road (page 9). Oregon State Police have <br />done away with first sergeant ranks and other ranks. This location <br />on Portland Road would move to the tri-agency facility. <br />It was asked, when the consultant asked about how many positions <br />were being projected, was it projected by rank, etc. Lt. Caillier <br />stated the consultant asked what we needed in 20 years. If you <br />consolidate, you can save two evidence officers. The staff <br />projections were not requirements of certain number of people <br />(rank), <br />Section C- It was aqreed upon that this didn't mean much. This is <br />the scenario and the consultant has gone through and come up with <br />number of people, space. This is the mechanism the consultant used <br />to determine how big the facility should be. ICeep in mind the <br />consultant has to follow certain federal, state standards. it was <br />asked if this was reasonable work space. Lt. Caillier stated that <br />yes, it will be heaven. The space allotted is by function, not by <br />what rank you have. It was noted that in the back of the section <br />there is only a 50~ increase of space for SPD, and the MCSO <br />increase is only 27$, This doesn't go along with increase of <br />people. The space increase could be going by the national <br />standard. The increase doesn't match the growth figure. The <br />increase in people should be in field officers and they don't <br />require office space. It was suggested that possibly the <br />consultant should go back and revisit space per person. This could <br />decrease and save money. It was stated that the national average <br />of space is space needed by job and maybe it should agree with the <br />national average. When Lyle:gets back we should revisit the <br />national average and space per person. <br />It was aqreed upon that at the next meeting the committee will go <br />over Section D, E, and G, and will skip Section F for now. <br />Next Scheduled Meetin <br />The next meeting will be Wednesday, June 29, 1994, 6:00 p.m. - 8:00 <br />P•~., Salem Police Department. <br />Visit D and E and G next meeting.
