We will need to <br />articulate with greater clarity and be much more specific. <br />Randy Curtis stated the population figures in the report were <br />conservative. The consultants concede that a growth rate of 2.28% <br />annually would be realistic. Every department may not have the same <br />growth, he continued. There might, for example, be a 20% growth in <br />demand for service and a 0% population growth. <br />Ken Roudybush reiterated the need for information from other sources <br />and a specific discussion of services in order to avoid duplication. Larry <br />Oglesby again mentioned that space needs may be reduced over the <br />years by improved technology. <br />Valerie Vollmar stated the need for justification for staffing increases. <br />Lydia Buchanan asked if that were not in the consultant notes. Valerie <br />Vollmar responded that a narrative description is needed. <br />Randy Curtis pointed out that the data varies from department of <br />department. His department needs, for example, are based on what <br />other departments do. <br />Jack Munro said that anyone looking at Exhibit 3 would wonder at the <br />different rates of growth and he agreed that justification might be needed. <br />Space needs are an important issue, Ruth Johnson added. The kind of <br />service provided should determine what kind of facility is planned. A <br />discussion on space needs followed, and Ken Sherman mentioned that <br />the subcommittees were asked to design their space needs. Jack <br />Munro pointed out that the public might feel that those needs are <br />suspicious, but those involved with the department on a daily basis <br />wouldn't agree. Mark Caillier said their department went through the <br />= report page by page to agree or disagree with it. In some cases they <br />disagreed vehemently. <br />Valerie Vollmar again suggested specificiry in terms of service provided, <br />staff needs, facility description, a narrative of how operations are <br />expected to change, their impact, and the departmenYs <br />recommendations of how facilities will be used to address the needs of <br />the population. <br /> <br />
