In 1980, just over half (55.08%) of the <br />county's population resided in incorporated cities. As of 1992, the population living in <br />unincorporated areas has decreared by 12,945 despite the county's total growth -- resulting in <br />67.29% of the population living in incorponted cities. This change is illustrated in Exhibit 2. <br />Many of the Marion County department heads interviewed indicated a concem that this <br />projecGon may be understated, citing such factors as Marion County's higher employment base, <br />quality of life, housing demand and Willamette Valley location. Although no one suggested that <br />the rate of growth would match that which was experienced in the 1970's, the depanments which <br />commented were nearly all unanimous in the belief that a rate of 1.12% annually will be <br />exceeded over the next twenty years. <br />Page 2 <br />~ <br />
