D. RISKS AND LIABILITIES <br />1. A conditional use permit is apparently required for a new building at the <br />Silverton Road facility and there is no guarantee that it will be granted. <br />2. The septic and water needs also have to be addressed. <br />3. The cunent facility's electrical needs are already under powered and a study <br />is underway to determine the extent of the required upgrades. This issue should also be <br />studied with a new facility in mind. <br />E. RECOMMENDATION <br />1. Construct a new 18,000 gross square foot facility at the cunent Public Works- <br />Roads location on Silverton Road, N.E. This facility will serve as the main facility for all <br />Public Works' operations: Administration, Engineering, Roads, Survey and Emergency <br />Management (excluding the three outlying shops facilities). <br />2. Technology should be in place to provide access to existing records for <br />downtown users (i.e., Planning, Assessor). <br />3.
