. ' ~
DOG CONTROL OFFICE
A. FINDINGS
1. The Humane Society of the Willamette Valley is presently constructing a new
$1.8 million facility, including kennels that will more than double the present holding
capacity offered by this private, non-profit entity.
2. Although there have been philosophical and other differences between the
Humane Society and the county dog control office in the past, it appears that much progress
has been made in recent months toward the goal of greater cooperation between these
entities.
3. Given the size and nature of the new Humane Society facility, it would be
redundant for the county to build its own animal shelter.
4. Since the City of Salem repealed its ordinances on dog control in 1989, Marion
County has had sole responsibility for this function.
5. The need of the Health Department for additional space in the Center Street
health building dictates that dog control and other county activities not related to the Health
Department be relocated from that building.
B. COST FACTORS
1. The cost of the building is estimated at $400,000. Land costs in the vicinity
of the Humane Society are estimated at $35,000 per acre.
2. Additional land development charges have not been calculated.
3. The relatively small size of this project makes it possible to acquire funding
from contingency or other facility revenues.
PAGE 1
ksjkd/Dog. 03/10/'95
