Executive Summary <br />I. Public Health & Safety Projects <br />Juvenile : Purchase 6 acres adjacent to the Center Street campus and construct a new <br />126,000 square foot office/96 bed detention facility. Estimated cost: $18 <br />million. Future expansion would add a 4th pod (32 beds) when needed. <br />Health: Phase I assumes the Juvenile Dept. will vacate approximately 14,000 sq. ft. <br />when their new facility is built. The existing Health Building and vacated <br />Juvenile space will be then be remodeled. Estimated cost: $2 million. Future <br />office and clinic space will be accommodated, if needed, by adding a new <br />addition onto the Health Building in phase II. <br />Law Enforcement: A Tri-Agency law enforcement facility is proposed on 25 acres immediately <br />east of the jail campus. Occupants include the Salem Police Dept, Sheriff's <br />Office, Correction's Administration and Oregon State Police (Salem Patrol <br />Office). Estimated cost: $30 million. <br />Corrections: Construction should begin as soon as possible for a new jail pod (150-192 <br />beds). Estimated cost of a new jail pod is $3-4 million. Expansion of the <br />work release center (20 beds) can be accommodated by temporarily relocating <br />Administrative services. This program along with Parole and Probation will <br />move permanently to the new Tri-Agency Facility when it is constructed. <br />IL Other Facility Projects <br />Downtown Fac: The County desires to consolidate general government functions in a single <br />public service building. Two options are under consideration. Acquire an <br />existing office building in the downtown area or construct a new Public <br />Service building on the Senator Block. Cost estimates vary from $11-20 <br />million. <br />Courts: The primary Court functions will remain at the existing Courthouse. Remod- <br />eling for security purposes is the first priority. A master plan will be required <br />in order to accommodate future Court expansion. Estimated Cost: $3 million. <br />If space in the Courthouse is not adequate to meet 20 year needs, the Court- <br />house should be expanded. <br />Public Works: The Public Works Dept. is proposing to relocate the majority of their func- <br />tions to the County Shops. Cost estimate: $2 million. <br />Dog Control: Construct a 3,700 sq ft. office building adjacent to the new Humane Society <br />building on Turner Rd. Estimated cost: $500,000. <br />
