Marion County Facilities Master Plan <br />If, on the other hand, the County's policy objective shall be to provide greater accessibility to <br />services by locadng additional department services to Stayton and Woodburn, the addition of <br />only six addiaonal staff at each center would be more logical and feasible than hiring additional <br />staff separately for each function -- likely at a cost of fifteen to twenty additional staff when <br />relief positions are included. Further, the co-location of departments provides for a reducdon <br />of space requirements through use of shazed facilities; better staff coverage during absen[ees; <br />more flexibility is assignment use of space over the long term. <br />Regional centers at Stayton and Woodburn do not need to be developed at the same time. Based <br />on the disfribution of populaaon, the conglomeration of residents in the Woodbum/North County <br />area and projected growth in demand for County services there, it is recommended that a North <br />County Regional Service Center be developed first. Steady growth in the Stayton ~~a continues <br />to enjoy easier access to the County's East Salem faciliaes and, in the term between 2008 and <br />2013, development of a Stayton area facility may be warranted. Obviously, if unforeseen <br />opportunifies to acquire facilities or properties which meet the program criteria for regional <br />center facilities, the possibility for development of these facilities sooner should be explored. <br />Facility Requirements. Each conceptual regional center would consist of six basic user groups: <br />Sheriff <br />Corrections <br />Juvenile <br />Justice Court <br />Health <br />General Offices <br />The general offices group comprises functions of the Boazd of Commissioners, Public Works, <br />Tax, Extension Service, Housing and general recepdon, clerical and cashier duties. The general <br />office funcrion encompasses the majority of potential users of shared-cost staff. <br />As previously mentioned, the proposed north and southeast centers would be nearly identical, <br />except for small differences in the Health and general office areas. As conceptualized, the North <br />regional center facility would be comprised of 58 workstations and offices, including 14 visiting <br />or "field" offices. The facility would encompass 21,178 net square feet, equating to <br />approximately 28,237 gross (overall total) square feet. Including allowances for employee, staff <br />and County vehicle pazking, setbacks, ]andscaping and other site factors, a minimum of 2.67 <br />usable acres would be required to develop a single-level facility. Depending on the actua( site <br />selected, the County may also take advantage of the opportunity to develop a Light Duty Vehicle <br />Service Stadon for fueling and minor maintenance of County vehicles. It is estimated that such <br />a service stadon would require 2,854 gross squaze feet of building, increasing the total minimum <br />requ'ued azea for the regional center site to 3.21 acres. The same minimum site criteria apply <br />to the conceptual South/East Regional Center. <br />Page SS <br />
