Marion County Facilities Master Plan <br />The conceptual program for both the North and South/East County regional facilities aze <br />presented at the end of Appendix A, including the calculation of program needs for a Light Duty <br />Vehicle Service Station. <br />The calculadon of minimum site requirements for the North Counry Regional Center (idenfical <br />to the South/Fast Regional Center) aze provided in Exhibit 24. <br />12.0 Ofher Facilities <br />In addition to the downtown Salem "core" facilities and departmeat regional or satellite offices, <br />other functions require "stand alone" facilities outside of downtown Salem. Each of these <br />facili[ies should be located in the "near Salem" area, but just outside of Salem. "Urban" Salem <br />sites are neither required nor preferred for these funcaons. They are: <br />• Dog Control ofFices and proposed kennel; <br />• OSU Extension Service; <br />• Alcoho] and Drug Adult Residential and Outpatient Detoxification Centers; <br />• East Marion Justice Court; and the <br />• Marion County Sheriff Heaquarters <br />The location of the Dog Control, OSU Extension and Alcohol/Drug Treatment facilities should <br />best suit their respective users: e.g., Dog Control and the Extension Service should be ]ocated <br />where Yural County residents can easily access these offices from the north or eastem portions <br />of the County. The A/D program facilities should be ]ocated in a quiet, tranquil setting away <br />from other residential and commercial areas, yet should be easily accessible for the public and <br />for ]aw enforcement agencies for patient intake. Each of these functioqs serve the enGre county. <br />Dog Control may also issue licenses from regional centers, and the Extension Service may <br />udlidze regional meeting facilides; however, the majority of the services offered by these <br />departments will be provided from a central facility near Salem. <br />The County should seek the most cost-effective means of providing the required facilities for <br />each of these functions. Given the specialized nature of a Dog Control kennel, this facility will <br />likely require construction by the County, preferrably on currently County-owned land.
