The A/D facilities should not be co-located with the <br />Dog Control kennel since a more isolated, tranquil setting is preferred. It should be noted, <br />however, that funding for these A/D programs may substantially change in future years and the <br />- program, as a whole, could potentially be enveloped into a luger health-care system. This <br />should not dissuade the County from developing needed facilities for this program for two <br />r IC3S0fiS: <br />1) Changes in program funding are uncertain and will likely remain uncertain for <br />many years, and; <br />2) The demand for these services is larger than can be currently accommodated by <br />_ the County and will continue to grow in the foreseeable future. <br />If this program is absorbed by a larger health-care system, it is reasonable to expect that the <br />faciliaes would continue to be occupied and that the cost of these faci]iues would be reimbursed <br />(via leases or other credits) to the County. <br />The East Marion Justice Court, currently in leased space on Lancaster Drive SE, is well located <br />for access by residents in the southwestern portion of the county. This court must be located <br />within the judicial district; e.g., oucside of the City of Salem. Future annexation by the Ciry <br />of Salem could, potentially, alter the judicial district boundaries rendering the current location <br />unacceptable for the Jusace Court, in which case other appropriate leased facilides should be <br />secured. Since this facility is likely to remain a"stand alone" operation (having no other County <br />department co-occupants), the use of leased space for this function is recommended. <br />The requirements of the Sheriffls department aze addressed in conjuction with a proposed Tri- <br />Agency Law Enforcement Facility co-occupied by the Oregon State Police Patrol and the City <br />of Salem Police. The proposed space requirements for each of these facilities is provided in <br />Appendix A, Space Requirements Detail Shee~s, except for the Sheriffs Department <br />headquarters needs, which are provided under separate cover in the Tri-Agency Lmv Enforcement <br />Facility Plan report. <br />3. <br />. ~y - <br />Page 57 <br />
