Tentative selection of developer <br />(*NOTE: Ten copies of the submittals must be received at the offices of Marion County wo later <br />than 3:00 p.m., ) <br />Development teams are encouraged to work with xxxx~cx x~cxxxa~c at 223-4777, as questions arise. <br />B. Required Submittals - Ten copies <br />All proposals must respond to the following information in the order stated below: <br />Identify team members, including the developer and the legal entity with whom Marion <br />County and the Salem Transit District would contract (e.g., individual, corporation, <br />partnership, joint venture, etc.), owner (if different from ti~e developer), joint venture or <br />other partners, architect/designer, lender, contractors and iocal representative, all as <br />applicable. <br />2. A description of the team members' experience and qualifications in the development and <br />construction of mixed-use development projects, particularly pmje~ts of similar size and <br />density and utilizing similar construction techniques proposed for this development site. <br />Include any e~erience with publiclprivate parlnerships. <br />, 3. The proposal should include a general description of the proposed project, addressing <br />~` factors including but not limited to: the approximate square footage; the mix of uses, target <br />market; design approach; ground floor uses; access design, parking need, relationship to <br />transit and development schedule. <br />4. A preliminary project budget and ten-year financial pro forma. (NOT'E: Financial <br />information may be separated for confidential handling, if specified "confidential" and <br />delivered at the same time as the rest of the submittal to to the extent permitted by Oregon <br />Law, Marion County and the Salem Transit District will treat this information as <br />confidential disclosure under the Public Records Law. However, Marion County and the <br />Salem Transit District cannot guarantee complete confidentiality.) <br />7. A preliminary "Business Offer," elaborating on the proposed financing structure. <br />8. To minimize front-end costs to the developer and to avoid undue emphasis on design and <br />presentation materials, a maximum of five drawings are allowed. These shall inc(ude a <br />concept site plan, floor plan(s), and elevation(s). These drawings shall illustrate the <br />proposed development at build-out. All drawings shall be not larger than 11" by 17", <br />folded to no larger than S 1/2" by 11". <br />The drawings shall be black and white only; color graphics are not allowed. A black and <br />white photo may be included among the five graphic submittals. Any graphic submittals <br />that exceed these limitations, or any other representation of the project design (such as <br />s(ides, models, etc.), will not be considered and returned to the Proposer. <br />
