Adopt District Mission M~. Andersen-Wyckoff said there was a very lengthy and spirited
--- - Statement discussion on both the Mission Statement and Goals at the November 6, -- --- -
~ 1997 Board Work Session. It was highly beneficial, not just in teRns of
wordsmithing, but in terms of getting philosophies on the table and working
through them. At the direction of the Board, staff tried to synthesize what
was said to reduce it to one statement. As shown on page 45 of the
agenda, that statement is: '"fo provide a safe and reliable transit resource
which is complementary to other transportation altematives "
Director Kelley said she thought there was something in the wording about
livability.
Mr. Andersen-Wyckoff said that was put into the Goais.
Director Kelley said it was her recollection that Mission Statement also
contained wording about livability because it will be seen more often than
the Goals if it is to be added to the DistricYs letterhead.
Director Towslee said she was surprised when she saw the Mission
Statement because there was such a long discussion that she thought it
would be longer. She thought that the words "educate" o~ "inform" were to
be inGuded.
President Carabalio said that was to be induded in the Goals.
Mr. Mdersen-Wyckoff said staff struggled through a great number of
varia6ons of this statement, some of which contained "livability' and all
kinds of other things. However, they kept coming back to Director
Newton's direction to be short, succinct, and to the point and that the Goals
then begin to modify the Mission Statement. The Objectives then should
modify the Goals. The action requested is that the Board deliberate and
adopt a District Mission Statement.
President Caraballo said he was not able to attend the Board Work
Session, and while he also likes brevity, too much does not capture the
flavor of the District's mission. He agrees with the concept of being
succinct and focused, but there a~e some other elements the District
represents that need somehow to be interwoven into the Mission
Statement.
Director Kelley suggested deferring action on this item to the December
Board meeting She said she has a very strong feeling that a Mission
Statement fo~ the District should address the livability concepts. Something
should be said so that it is not necessary to always answer questions about
diesel buses spewing into the environment. It should be pointed out that
the District is helping the area's environment.
Director Newton said he likes the Mission Statement presented by staff.
Mr. Andersen-Wyckoff said his original suggestion for a Mission Statement
said, "to contribute to community livabil'ity by providing a safe and reliable
transit resource which is complementary to other transportation
altematives " The livability language was taken out to accommodate
Director Newton's suggestion that it be succinct.
It was agreed to postpone action on both the Mission Statement and the
District Goals until the December Board meeting.
NEW BUSINESS n~~p~+or Kelley moved to accent the 1998 99 Bu~.get Calendar as
~ro~osed Director Towslee sec.~nded.
Adopt Proposed 1998-99 ,
Minutes of the Board of Directots Meeting
Salem Area Mass Transit District
November 20, 9997 - Page 17
