The stated rent is 5495.00 per month plus a$55.00 non-refundable carpet <br />clanieg dcposit. <br />9) I.etter from Eric Heinle: Mr. Heinlo has stated, in a letter dated August 8, 1997 <br />regarding household incomo~ that any money he has borrowed for student loans were sent <br />directly to Willamette University to pay tuition. He said that all of his living expenses came <br />fram income shown on W-2 staLements previously submitted. <br />10) Relocation Income Verificadon: On June 24, 1997 Mr. Heinle verified that his total <br />1996 income was S3,213.OQ. He also submitted (unsigned) a Federai Tax Form 1040EZ and <br />Oregon From 40S indicating an income of 53,213.00 along with two attached W-2 Wage and <br />Taz Statements. <br />11) Letter from Elyn Lyon: Letter dated September 24, 1997 wherein Mr. Heiele has stated <br />he is a full time student, that he received 575.00 per month from Willamette University as <br />part of a work study pmgnm, and that he cashed a 5500 bond in January 1997. <br />Ba.ged on a review of the above listod documents, it is apparent that Mr. Heinle's average <br />monthly income for 1996 was 5267.75 per month (53,213/12) which is 531.25 per month lesa <br />than the combined average monthly rent and ucilities of 5299.0(} per month at the Senator <br />Building. On the surface, it would appeai' that other individuals must have contributed to Mr. <br />Heinle's household income. However, Mr. Heinle did not move into the Senator Building until <br />September 1996 and we do not know what his expenses were for the first exght months of 1996. <br />Based on the 1970 Relocation Act, it can be argued that Mr. I~einle has provided adequate <br />verification of income as required by signing the relocation income verification form and by <br />providing W-2 Forms and copies of federal and state income tax filings. Any other person <br />contribudng to his household income should have been interviewed and asked to sign an income <br />verification form. This could have possibly included his girl friend, Jody Naff, and his parents. <br />With regard w the latter, Mr. Heinle has provided sufficient data to demonstrate that he is not <br />a dependent even though he is a full time student. <br />Although students have been known to live on very litde money, it is unlikely that Mr. Heinle <br />could live on less than what is required for basic ne~essities such as rent, utilities and food. He <br />has indicated that his friends and girlfriend feed him and this cost should be considered <br />equivalent to household income. He has also indicated that he received $75.00 per month from <br />work study. {Grant's or student loans paid directly to Willamette University azo not considered <br />to be hausehold income.) Therefore, it is reasonable to conclude that Mr. Heinle had a gross <br />monthly household incame, at a minimum, of about 5450 per month (5267.75 income, $75 worlc <br />study, 5100+ food assistance). <br />
