~ <br />~ <br />He does not have a signed copy of his 1996 Federal income Tax Form 405. He earned his 1996 <br />income in Corvallis before moving to Salem. In a telephone conversation with me on this date <br />he indicated he received a$5,000 scholarship and appro~mately $11,000 in student loans which <br />were paid directly to the school so he did not receive any of the money personally. He did not <br />know the source of the loans or the exact a.mount of the loans. He also indicated he cashed a <br />$500 bond in January 1997. He earned $3,213 in 1996. His annual apaztment and utilities were <br />calculated to be $3,972.12. The rent alone would have been $3,300. Mr. Heinle indicated that <br />from January 1996 through July 1997 he lived in Corvallis. In Corvallis he lived with four or <br />five other students and does not remember how much rent he paid. <br />The relocation rental agreement Mr. Heinle provided indicates 7ody Naff as the first named <br />tenant, Eric Heinle as the second and Co-Signer Ray Naff. Mr. Heinle verbally indicated to me <br />he does not shaze an apartment. <br />I specifically indicated to Eric that the math of this application does not make sense. His <br />response was that his girifriend had a good job, he trades services for food and friends also have <br />helped him. <br />There is no confusion that Mr. Heinle would be entitled to $550 moving expenses. It would <br />appear that the suggested settlement of $517 relocation expenses would be a reasonable claim if <br />this claim should be settled on information provided. Mr. Heinle commented that he was <br />comparing his settlement to Mr. Cromwell who received $5,380 but did not have information <br />that other claims were settled for much less. <br />Please advise whether or not Mr. Heinle's settlement should be offered at $1,067. If not, what <br />direction should the county pursue concerning this claim? If you need more information or <br />copies of documents from me or Mr. Heinle, please call me at 503-588-7915. I have committed <br />to Mr. Heinle to retum a call to him no later than Monday, September 22, with a status report of <br />his claim. <br />I azn preparing letters to the other four claims to attempt bringing those to closure as well.
