The issue of removal of current street lights was discussed. The city of Salem stated if street
lights are removed, a temporary would have to come back into play. Additional discussion
~ addressed issues for placement of temporary relocation on lights, power signals and bus signal
on the project site. Dave will handle this permit issue. Staton will work around and cut the
sidewalk away from e~sting poles and leave them in place for now.
Kathleen distributed copies of the bid from Staton for basement removal to Dan, Ra.ndy, and
R.G. Kathleen had a discussion with Mike and his bid was based on some unknowns as to what
he would find in the e~sting basement design when they were removed. Kathleen didn't think it
would be as expensive in her earlier conversation with Mike. Question to Mike would be is
this a fiaed price or time and materials not to eaceed bid? Several areas of concern
surfaced from this bid. Dave didn't have a price for this folded in to his excavation costs.
Staton was considered for doing this work, because there might be contaminates involved and
they ca.n handle this phase. Revised question to Mike would include mobilization, time and
materials not to egceed?
The possibility of leaving e~sting slabs and pouring concrete over the top was explored.
NIlVIDC has done some work where e~sting slab was left and concrete poured on top.
Foundations were dug through and put on native soil. Is there any validity to consider this
opNon? We need to check actual site grades. If existing floors are sound underneath, you
would add an insulation layer of granular materials (sand fill) on top of slab and then pour
concrete. Any footings would have to go down through the e~sting slab. Dave agreed this
could be considered, but first need to check on elevation to ensure it would not interfere. It was
~ noted that there is a sump in the senator basement at 24 feet and boilers in the basement as well.
Consideration was given if there was a hollow portion under existing slab.
Randy and R.G. were asked if either one had a problem with working on this approach.
Randy said he was not qualified to answer, but we are expecting you to do a good job at the
cheapest possible price. If there are legitimate ways to save in concrete slabs, let's do it. Dave
and Leonard will work on this area to see if there could be possible savings. Elevation of
existing slabs estimated at 10-12 foot depth, but need to take some measurements to be sure.
This would take 2-3 weeks to do removal and could be done along with remediation. Some of
this will start August 11`~ and would put Staton off site by September 1 with substantial
excavation done.
Kathleen will talk to Mike about bailing out what is in Liu basement for access for a
measurement. The Liu building has been demolished according to their signed contract. They
now need to stop adding rubble to shore the remaining basement walls. Can we look to Staton
for a credit for not putting rubble into the Senator basement?
Additional discussion was entertained whether Staton presented an accurate estimate for the job.
It was determined that it is appropriate to proceed with removing the walls of the basements.
The only question now is should Staton do it? There is concern that their bid has not been
thought out properly. Kathleen replied that Staton is interested in completing the work.
Paperwork and planning has been a weak point of Staton's operation. There must be
~ advantages to having them do the work. Kathleen will information to Craig to disseminate to the
group.
