~ <br />Lui has decided that he wants to get rent losses on vacant space and wants to negotiate a settlement <br />on the clean up of the site. Gordon is going to try to wrap this up tomorrow. If he cannot do this, <br />Dan is going to instruct the county to start condemnation process on the building. The wine shop <br />is supposed to be out by the March, 31. Dan has instructed him to pay his March rent to Lui. Dan <br />will provide Randy with a copy of the letter from the attorney. He is stating that Dan promised him <br />compensation for the rent on the vacant units. Dan will give Randy a copy of his response to <br />document his file. Dan is recommending that if this is not resolved in the next five days, <br />condemnation process begin. Dan is recommending this that under the Relocation Act, there are no <br />provisions that the contractor reimburse for vacant units. If Lui feels this is an issue, he should file <br />a claim. This issue should have been raised several months ago. There was discussion around the <br />ramifications of beginning condemnation proceedings at this point. <br />The deal on the relocation of the liquor store has fallen through. The is looking at other options. <br />Bob Tilton, of the OLCC in Portland, is willing to call a special meeting, possibly by telephone, <br />which will allow Doug to stay on a very fast track. Doug feels he does not have to be out of the <br />building if he has no place to go. Tomorrow Dan will have the 30 day notice to the tenants. Dan <br />suggested that we go ahead with the $ l Ok settlement and that we advance it to him to assist him in <br />signing another lease. <br />The attorney for Goodman has talked his client out of signing. The owner of the building has an <br />~ environmental report that we have asked Kathy to review. Randy and Dan will need copies of her <br />findings. Closing dates may be sometime next week. <br />Dan will follow up with Elyn to see that the movers have been put in touch with Harlow. <br />Dan has meeting with VanderMay on Monday. They have requested an extension to May 1. Their <br />new construction may not be done by April 1. The extension will be granted with the condition that <br />she must be out of the building on May 1. With that condition, we can go to a judge if she is not out <br />by that date. <br />The Beanery's extension to Apri130, has been approved. <br />ITEM 7: Relocation <br />The relocation benefit still needs to submitted. Elyn is working on putting this together <br />ITEM S: Schedule of Events <br />There was discussion around the construction agreement. There needs to be language that describes <br />the formula that makes everyone continually look at cost savings. Unless there is an incentive for <br />them to do this, there is no reason for them to look at cost saving issues. The schedule has been <br />designed to work back from August 1. It actually begins in April with getting all the agreements <br />together. If we are going to design a budget for the county, we will need to know if the structure <br />is going to be four or five floors. The county will not sign the agreement if this has not been <br />~ determined. With this question unresolved, there is no agreement. Dan suggested that we sign the <br />
